Nebraska Public Power District (NPPD) has an immediate opening for a System Planning & Transmission Business Manager located at Columbus General Office, Kearney Operations Center, Norfolk Operations Center, York Operations Center in Various/Negotiable . Position closes April 21, 2021.
This position will report to the Vice President Energy Delivery.
This position is responsible for oversight of the District’s electric system engineering planning for all levels of service (“transmission,” “subtransmission,” and “distribution”), along with additional focus on all business activities and decisions affecting the transmission level of service including the SPP Open Access Transmission Tariff (SPP OATT). The transmission focus will include development and implementation of business plans, performance metrics, continuous improvement efforts, District regulatory promotion through Southwest Power Pool (SPP), and risk mitigation strategies to ensure the successful operation of the transmission business.
This position will provide direction to and collaborate with functional organizations (i.e. Transmission Operations, Engineering & Asset Management, Finance, System Control, and Operational Compliance) on matters pertaining to the successful planning and finance of the transmission system.
This position will report to and work directly with the Vice President of Energy Delivery (VPED). This position will work with members of the Transmission Leadership Team (TLT), Retail Leadership Team (RLT), and Financial Management Team (FMT) as well as representing matters of the transmission business to other areas of the District, as needed to improve/optimize the financial performance of NPPD Energy Delivery.
Education, Training and Experience
BS in Engineering, finance, economics, business, or a technically-related field plus 5 years experience, Associate degree in a related field plus 10 years experience (OR) related field experience plus 20 years experience. Professional Engineering Registration is desirable.
Masters in Business Administration, Engineering, or equivalent advanced degree, is desired.
Demonstrated both relationship and analytical skills with proven results, is required. Multi-task project as well as, transmission operational or contract experience is required including proven analysis and business acumen skills. Previous electrical utility experience is desired in finance, accounting, asset management, distribution/transmission operations, system control, engineering, or associated project management.
Licenses and/or Certifications
Six Sigma Green Belt designation preferred.
Essential Duties & Responsibilities
Oversee the active electric system engineering function to support the District’s long-range plan and real-time operations of the transmission, substation, and distribution systems within industry and regional operational guide limits, as well as fulfill annual review of electric plan cycle. This would include electric system model development that meets the Regional Transmission Organization (RTO) standards.
Act as the District’s interface and subject matter expert (SME) on SPP OATT processes and criteria for all internal NPPD business units. Responsible for and represents the District in numerous regulatory policy tasks interactions with transmission customers, regional utilities, SPP staff, and regulators, regarding the implementation of NPPD's transmission strategy and regulatory policy.
Develop, maintain, implement, and continually improve transmission system finance and business processes including related procedures, instructions, guidelines, and policies designed to meet operational and strategic goals & objectives. Direct transmission system business functions to ensure consistent development and implementation of strategies and plans. This includes initial business cases, SPP transaction analysis, scenario analysis, and risk mitigation strategies.
Personally complete and/or personally oversee the completion of all regulatory compliance activities related to the MRO, SPP, or NERC as assigned, in collaboration with the District’s compliance department. This includes being a NERC requirement responsible manager, as applicable with the department’s activities.
Assess the performance and set strategy of the transmission system business functions and provide feedback to the transmission team. Actively execute continuous improvement processes and current strategic or technical topics being reviewed at EPRI, NATF, NERC, SPP, or other regulatory agencies.
Ensure maintenance and conformance to the District’s renewable energy interface policy, guidelines, and instructions, as it relates to all levels of services operations. Maintain an active interface with other departments including Operations, Engineering, Customer Service, System Control Operations, Sustainable Energy, as well as other business unit’s groups such as Finance, Rates, HR, etc. to assure criteria and objectives for the renewable energy systems are met.
Works in a team environment to outline a work plan and assign duties, responsibilities, timelines, and scope of authority in regard to transmission business operations. Provides technical advice, problem resolution, and business process improvements.

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth.
Pay Grade - 17 Monthly
Typical Pay Grade Starting Salary Range: 10,982.67 - 14,002.90
Travel Required: Up to 25% (With frequent overnight stays, more than 3 per month, typically within state of Nebraska) Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
