Summary

System Administrator provides the technical skills needed to implement, support, maintain, and improve the software infrastructure. They also provide the project management skills to realize these objectives in the implemented solution. Decisions are guided by policies, procedures, business plan, functional strategies and business priorities with oversight from IT Management as well as from the IT Advisory committee. The impact of these roles ensures the business runs more efficiently, enables the improvement of business processes, and provides more information for better management decision making.

System Administrator positions within the Application Services Group administer the Authority’s software Portfolio by conducting activities to support existing applications and software infrastructure as well as implement new applications and new software infrastructure. To support existing applications the System Administrator effectively manages the resolution of production issues, adheres to all IT change management and incident reporting requirements, and verifies that applications are functioning properly after any change. Additional support activities include installing upgrades and patches and, when required, analyze, design, code, and implement changes to enhance functionality or to accommodate business process changes. When an application, underlying software infrastructure, or hardware has reached the end of its lifecycle the System Administrator is tasked with identifying and implementing replacement solutions to meet business objectives. As technology and the utility business changes so must the solutions implemented to ensure NYPA business needs.

Responsibilities

  • Senior level incumbent is considered fully qualified. Expected to define conclusions from requirement analysis and begin to make recommendations on courses of action. Additional competencies required in the following areas:

  • Coaches lower-level System Administrators.

  • Workload will include systems of all sizes and scopes.

  • Provide recommendations.

  • Oral and written communication with external parties; negotiation with clients and vendors.

  • Professional presentations required for executive level management.pected to lead ad hoc teams and internal task forces.

  • Will take a leadership role on less critical projects.

  • Ensure the performance and reliability of business systems:

  • Specific to Enterprise Administrators: various software infrastructures including application servers, web servers.

  • Install and configure systems specific to their software infrastructure:

  • Perform troubleshooting for software and system problems that involve software infrastructure modules and appropriately refers hardware issues.

  • Work with database administrators, portfolio teams, and developers in coordinating system-wide updates and installing upgrades and patches.

  • Direct and/or conduct implementation of enhancements or changes that may involve custom design, optional software, and third party products to improve the efficiency and effectiveness of the systems.

  • Monitor and maintain performance metrics for system features, recommend and take corrective/preventative actions.

  • Participate in the design, development, and implementation of test and production objects.

  • Perform configuration, change management, and testing activities as required.

  • Consult with appropriate IT staff and users on technology changes that will impact work processes.

  • Technical knowledge of all phases of software implementation and support:

  • Object-oriented and other programming languages, web/internet technologies, frameworks and application development tools - e.g. C#, Java, JavaScript, XML, Python, Tableau, Apache, IIS, JQueary, AngularJS, Visual Studio

  • Specific to Enterprise Administrators: various software infrastructures including application servers, web servers.

  • Active team member in system-wide/cross-functional teams

  • Competent to work at the highest technical level on all phases of system implementations and support:

  • Knowledge of System Development Life Cycle (SDLC) methodologies and tools.

  • Experience with relational and Not Only SQL (NoSQL) databases.

  • Specific to Enterprise Administrators: various software infrastructures including application servers, web servers.

  • Responsible for solving technical and complex problems on multiple projects, and providing consultative support to internal staff.

  • Primary technical level responsible as Level III troubleshooting support and responsible for the continuing education of the troubleshooting skills of lower level staff.

  • May have responsibility for the evaluation of new and existing system products.

  • May assist other system administrators effectively utilize the system's technical software.

Knowledge, Skills and Abilities

  • Demonstrated ability to provide high level of solution architecture based on the comprehensive analysis.

  • Must be aware of changes and advancements in the industry, and develop industry-wide expertise. For example, may work with vendors to solve common design problems, or with customers to better address their needs.

Education, Experience and Certifications

  • Bachelor’s Degree in computer science, engineering, or related technical/business discipline/equivalent work experience.

  • Minimum 6 years quality experience including at least 5 years in an applications development and support environment.

Physical Requirements

  • May be subject to extreme workloads and uncompensated overtime

  • Senior positions.

  • May be required to take trips to NYPA facilities to address issues.

  • May be required to travel overnight to NYPA facilities.

  • May be required to travel to NYPA’s hot-site as part of NYPA’s Disaster Recovery/Business Continuance Hot-Site procedures.
