Job Description

Within Utility Operations, the Operations Portfolio Management group has developed a gated decision-making framework for all investment in NYPA’s existing infrastructure and growth or improvement opportunities. This process provides the company prioritized workflow and an optimized portfolio of work, in addition to a governed progression of any given proposal across the lifecycle of the asset. All components of a project lifecycle including development, planning, implementation, performance, and close-out are closely monitored and continued alignment with corporate strategies and financial, schedule, and risk targets are maintained.

The Portfolio Analyst role is responsible for conducting holistic assessments of proposed investments, monitoring the health of the overall work portfolio and developing future work plans that support the safe, reliable and economical operation of NYPA’s generation and transmission assets. The analyst works as part of a centralized project office and supports both daily operational and financial needs of the organization, ensures compliance with all project-related governance processes, and is involved in longer term strategic decision-making on assets.

An active member of project and cross-functional teams spanning the organization reviewing significant infrastructure investment: (from a “business-sense” perspective):

  • Ensure that investments in NYPA’s operating assets make business sense and are done for the right reasons.

  • Ensure that NYPA projects progress from initiation to closeout in a controlled manner and realize strategic benefits.

  • Lead project teams (Operations, Engineering, Project Management, etc.) through the newly implemented project governance process and add consistent project methodologies and enhance communications along the way.

  • Lead the development of significant project/program business cases that give the organization the right information to make a decision that positively impacts the company. These cases look at the overall level of investment needed to complete the project and make sure that the quantitative and qualitative benefits support the decision to move ahead.

  • Leverage historical and future operating, market, or other external, pertinent data sets to explore and substantiate strategic opportunities for the company.

Lead the development of the annual and future portfolios of work:

  • Initiate and work closely with all members of the Utility Operations organization (Power Facility representatives, Program Controls, Asset Managers, etc.) to capture all future capex/opex needs and formulate our annual, five- and ten-year work portfolios.

  • Identify areas to improve efficiencies in planned organizational work over the 5- and 10-year horizons that streamline operation.

  • Drive project teams in evaluating the overall benefit and logistical feasibility of each job and develop an optimized work set that best meets the overall strategy of the organization.

  • Lead project/portfolio scoring and prioritization efforts.

Responsible for the delivery of the current year’s portfolio of projects:

  • Help the organization understand which jobs are most critical to NYPA’s success, provide information that clearly identifies successes or challenge points, ensure the work is completed in a timely manner and meet financial targets.

  • Make recommendations surrounding the portfolio health given any upsets to current project plans. This may include offsetting or deferring planned work, accommodating emergent organization needs, levelizing impact resources or identifying resources under/over-allocations, etc.

  • Ensuring that performance reporting is in agreement with all other areas of the business. Working closely with enterprise-level financial groups, Financial Planning, Accounting, and others, ensure that any impacts to the overall portfolio that may impact other areas of the business, are accounted for properly.

  • Develop and communication end-of-year portfolio projections.

Provide frequent and consistent financial analyses, data and reports to various areas of the organization to provide performance information or assist in decision-making:

  • Provide accurate and timely information regarding project performance, spending forecasts, portfolio spending trends, etc.

  • Responsible for comprehensive and consolidated financial analyses comprising historical and current financial trends, future estimates, projections and comparative analyses against budgeted values… with a focus on visual and simple representations of data to communicate information, not just statistics.

Required Skills

  • A strong understanding of electrical power systems or previous utility/energy industry experience.

  • Experience with developing and/or managing work portfolios comprising many differing types of projects.

  • Knowledge of various financial analysis techniques – Net Present Value, Internal Rates of Return, Discounted Cash Flows, etc.

  • Strong communication and persuasion skills – the ability to proactively engage and talk comfortably with anyone from immediate colleagues to remote working groups, and from recent graduates to upper management.

  • Ability to think big and small – can think strategically from a corporate perspective, with the knowledge to dive into the details when necessary.

  • Familiarity with operating in a changing, continuously evolving environment and have the (1) willingness to contribute ideas and thoughts, and (2) ability to successfully implement them.

  • Ability to work successfully and collaboratively in teams.

  • Strong technical writing skills and an eye for effectively communicating information visually.

  • Extremely well-organized.

  • Possess a customer-centric mindset – extremely responsive to requests.

  • Ability to prioritize and plan work accordingly to deliver results in a timely manner.

  • Working knowledge of financial and/or project management tools and software – SAP, BI, Crystal Reports, SQL/Oracle, Maximo, MS Excel, Access, SharePoint, Word and Project, Primavera P6, and Tableau amongst others.

  • Self-reliant, firm integrity and the rigorous ethical motivations commonly associated with working professionals.

  • Approximately 25% travel primarily within NY State.

  • Ability to sit at a desk and use a computer and telephone

Required Experience

  • Minimum 4 year Bachelor’s Degree in Business or Engineering (comparable equivalent). Advanced specialty degree or Master of Business Administration (MBA) degree from a school accredited by the ABET, is preferred

  • Minimum 6-8 years of work experience in related field. Experience working within a Project Management Office (PMO) environment is preferred.
