Job Description

In February 2018, Governor Andrew M. Cuomo announced Smart Street Lighting NY, a new statewide program that calls for at least 500,000 street lights throughout the state to be replaced with energy-saving LED technology by 2025. The program was announced by the Governor in the 2018 State of the State and directly supports his goal to reduce climate emissions 40 percent by 2030, based on 1990 levels. The Senior Energy Technology Engineer - Lighting will be the technical lead for the program.

This will include creation of a standardized design format, review design documents and sign off on final designs, be the subject matter expert for all smart city sensor technologies, be the technical liaison for technical issues to be resolved, to support business development as a technical expert at customer meetings when needed, and host technical webinars for customers.

  • Serve as engineering lead for NYPA’s Smart Street Lighting Program

  • Establish standard basis of design for all NYPA street lighting projects and recommend customized modifications when needed

  • Maintain consistency on implementation practices across the 3 statewide Energy Efficiency groups

  • Identify and implement new LED lighting technologies and “Smart Cities” controls

  • Prepare and/or review engineering calculations, energy savings estimates, and cost analyses, measure, measure descriptions and scope of work for energy efficiency study/audit reports, and designs in various phases

  • Prepare and present financial and technical recommendations and project descriptions to our Customers

  • Prepare and/or review equipment and labor bid specifications and design drawings, requests for proposals, tabulation of bids, recommendation of successful bidder, approval of award and development of customer installation commitment documents

  • Supervise project activities for technical content, accuracy, cost control and schedule

  • Ensure that all design, code, licensing and operating and maintenance requirements are met

  • Coordinate activities between contractors / consultants / equipment vendors / customers to provide project construction quality assurance

  • Comply and enforce the compliance of hazardous material handling, safety and environmental procedures

  • Negotiate change orders to construction and services contracts and NYPA and program participant

  • Ensure that all financial resources expended by NYPA are fully recovered from each program participant

  • Manage the installation of sample fixture

  • Host existing installation walking tours for elected officials and sustainability boards from potential customers

  • Host educational informational workshops for customers

  • Q/C existing Implementation Contractor pool

  • Conduct ongoing evaluations of potential new contractors, distributors, and manufacturers.

  • Provide technical support and conduct design reviews for all Energy Efficiency Project Managers implementing street lighting projects

  • Regularly attend project meetings

  • Develop installation specifications and drawings and best practices for all installers

  • Work with financial staff to close out completed projects.

  • Provide technical support to Business Development and Project Implementation staff

  • Represent the Smart Street Lighting NY Program at conferences, panels, and industry events

  • Maintain reporting database of all LED street lighting conversions statewide

  • Maintain internal street lighting pipeline

  • Support Energy Efficiency and Business Development at key customer meetings

  • Work with Business Development to identify external funding sources for projects

  • Assist Business Development in writing responses to street lighting RFP’s

  • Offer input and recommendations towards program design and implementation, program challenges and other information that will support program implementation and execution

Required Skills

  • Experience designing large scale LED street lighting and “Smart City” technology projects is required

  • Experience creating and analyzing photometric diagrams for lighting projects.

  • Experience designing and implementing projects with local governments, especially Cities, Towns, and Villages is preferred

  • Conduct analysis of customers current projected electrical usage and financial ROI for street lighting conversion proposals

  • Strong ability to deliver engaging, informative, well organized presentations is required.

  • Demonstrated ability to think strategically, to proactively understand customer needs, and to provide solutions to overcome obstacles.

  • Knowledge of energy services, energy efficiency, and utility energy efficiency programs is required.

  • Ability to maintain awareness of new and emerging technologies like advanced controls and the impact to current and future customer needs as well as NYPA program delivery.

  • Knowledge of project financing models including cash flow, ROI, IRR, and LCC.

  • Ability to present project proposals and design documents to new and existing NYPA energy services customers.

  • Strong written and verbal communication skills, and an ability to learn new systems and technologies is required.

  • Ability to anticipate and constructively resolve conflicts, overcome objections, and create value added customer solutions is required

Required Experience

  • Bachelor’s degree in Engineering, or equivalent experience is required.

  • Advanced degree in Engineering or related field is preferred.

  • Minimum of 10 years of experience in designing lighting systems is preferred.

  • Certified Energy Manager designation or Lighting Certified (LC) are preferred.

  • A New York State Professional Engineering License is desirable.

  • Position will be filled at a level commensurate with experience and qualifications, this may be lower than this posting.
