New York Power Authority Senior Analyst/Programmer in White Plains, New York

Summary

Analyst Programmer undertakes programming, analysis, and testing tasks, working within a team. Supports application software by fixing problems and making Assist in the design, specification, implementation and maintenance of systems applications.

Analyst Programmer positions - within the Application Services Group administers the Authority’s Application Portfolio by conducting activities to support existing applications as well as implement new applications. To support existing applications the Analyst Programmer effectively manages the resolution of application production issues, adheres to all IT change management and incident reporting requirements, and verifies that applications are functioning properly after any change. Additional support activities that include installing upgrades and patches and, when required, analyze, design, code, and implement changes to enhance functionality or to accommodate business process changes. When an application has reached the end of its lifecycle the Analyst Programmer is tasked with identifying and implementing replacement solutions to meet business objectives. As technology and the utility business changes so must the solutions implemented to ensure NYPA business needs.

Responsibilities

  • Must demonstrate the ability to provide high level of solution architecture based on the comprehensive analysis.

  • Responsibilities includes:

  • Oral and written communication with external parties; negotiations with clients and vendors.

  • Professional presentations are required for executive level management.

  • Expected to lead ad hoc teams and internal task forces. Will take a leadership role on less critical projects.

Knowledge, Skills and Abilities

At this level, the incumbent must have the ability to:

  • Undertake a technical leadership (high level business analysis and application design) and coordination on projects, and/or system maintenance activities

  • Meet with user areas in determining production requirements, incident reporting, and problem areas.

  • Prepare and analyze detailed specifications from which programs systems will be written, and each aspect of the development project, including designing, prototyping, coding, testing, debugging, and documenting.

  • Develop and formulate functional and technical designs; survey available software; customize or develop software; and program, test, convert data, trains users and implement systems into production.

  • Provide daily support related to specific applications in the areas of enhancements, change control, maintenance, user liaison and training, and documentation.

  • Coach lower-level analyst – programmers

  • Must be aware of changes and advancements in the industry, and develop industry-wide expertise. For example, may work with vendors to solve common design problems, or with customers to better address their needs.

  • Will manage projects of all sizes and requires advanced skill sets in order to:

  • Utilize and understand all aspects of project lifecycle from business request, project initiation, functional requirements definition, technical design, solution selection, development or purchase, and implementation.

  • Assist in the identification of project requirements including objectives, scope of work, deliverables, time and cost.

  • Implement solutions via project management methodology; deploy the solution to operational production environment.

  • Assist in determining budgetary requirements for individual projects.

  • Assure overall project quality and ensure timely completion of deliverables.

  • Provide accurate and timely project status reporting.

Education, Experience and Certifications

Bachelor’s Degree in computer science, engineering, or related technical/business discipline/equivalent work experience. Minimum 6 years quality experience including at least 5 years in an applications development and support environment.

Additional technical skills preferred:

  • Excellent knowledge of .Net platform, SQL server 2008 and 8 year Programming experience in this environment.

  • Experience with internet development frameworks (Java script, JQuery etc.).

  • Experience in SOA and development of web services.

  • Experience in Oracle PL/SQL programming and Oracle databases.

  • Experience in Java EE, C-language, HTML and Korn shell scripting.

  • Experience in Allegro ECRM system preferred.

  • Any experience with Big Data ecosystems (Hadoop, Cassandra etc.) preferred

Physical Requirements

Overnight travel to the various NYPA locations within New York State.
