Provides efficient and cost-effective office support operations to the NYPA and Canal Corporation enterprises. Ensures NYPA and Canal Corporationinformation assets are protected, accessible and supports business needs.

Accountable for all owned marine fleet. Initiates fleet purchases, capital repairs, scheduling assignments, and disposal plans. Develops plans andimplements maintenance programs to ensure all fleet is in good working condition and meets the latest United States Coast Guard regulations.#LI-VB1


  • Provide oversight and management of all NYPA and Canals new vessel construction, purchase, repairs, and capital overhauls.

  • Manage, monitor, and audit the condition of the respective fleets.

  • Ensure that documentation associated with vessels within the fleet is in full order including: insurance, necessary regulatory compliance and approvals, comprehensive maintenance records, incident reports, etc.

  • Maintain a working knowledge of best practices in managing an inland waterway fleet for tasks such as hydraulic and mechanical dredging, towing and pushing, buoy placement and removal, waterside embankment maintenance, water-based construction including platform-based cranes, etc.

  • Develop programs and methods to drive high productivity of vessel crews and all dredging activity including Canals’ upland disposal sites.

  • Ensure that accurate, highly detailed and timely maintenance records are maintained for each vessel (using the Maximo application).

  • Inculcate and sustain a top-tier safety culture in all aspects of vessel operations. Drive official safety performance to industry leading levels.

  • Develop and drive strategies to standardize propulsion, safety, navigation, and lighting systems, fire suppression, and other equipment to extract all available efficiencies.

  • Work daily with the Canal Corporation Division Engineers to perform ongoing analyses to optimize the size and composition of the Corporation’s fleet of tug boats, push boats, barges, scows, etc. including failure rates predictions; analysis of vessel utilization rates, lifecycles, and overhaul periods; and analysis of the financial impacts of various size and composition scenarios, including the comparison of vessel purchase or contracting options.

  • Ensure that NYPA and Canals are in full compliance with all U.S. Coast Guard Subchapter M requirements by June 2022. Maintain, in perfect order, all required compliance documentation.

  • Coordinate the development and execution of NYPA’s and Canals’ operations and maintenance and capital budgets for all vessel-related activity, including fuel.

  • Maintain, augment, and implement Canals’ vessel replacement strategy (developed in 2017).

  • Oversee the expeditious and safe disposition of vessels and associated equipment upon retirement from active service.

  • Ensure that dry docks, mobile lifts, and all vessel lay down areas are maintained in excellent condition.

  • Able to develop strong relationships with regulatory agencies (U.S. Coast Guard, New York State Department of Environmental Conservation, OSHA, etc.).

  • Subject matter expert in vessel specification and management, an excellent leader, and skilled in defining and executing a strategic marine vision, setting priorities, negotiating across multiple stakeholders and managing expectations to produce results.

Education, Experience and Certifications

  • Bachelor’s degree in engineering or an equivalent technical field of study.

  • Minimum 8 years of experience as a marine engineer and/or operations manager (including related military or merchant marine experience).

Physical Requirements

Frequent travel within NY State required.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $123,500 - $174,900. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
