New York Power Authority Lead Revenue & Pricing Analyst in White Plains, New York
The Revenue & Pricing Analyst is mainly responsible for preparing generation and transmission asset revenue requirement/cost-of service studies; developing rate and cost recovery mechanisms and energy market evaluation and analysis; and supporting regulatory rate setting functions essential to recover the costs of providing transmission and production services to our customers.
Lead the development, assure quality control, and recommend adjustments to the existing and any new customer revenue requirement/cost-of-service studies, commodity, delivery, and transmission rate models supporting statutory and contractual requirements associated with any proposed rate action.
Lead the rate setting processes, including running of customer bills for impact analyses, gathering rate assumptions and inputs, developing supporting rate data, and verifying rate outputs for accuracy. Communicate the process and potential outcomes to the internal and external stakeholders.
Oversee the performance of various cost-benefit and economic savings analyses for services provided to NYPA’s current and potential customers.
Prepare drafts of rate and tariff related Trustee items, working with Corporate Secretary's Office to develop information for the State Register publishing.
Represent NYPA’s and it's customers' interests externally in utility rate cases and filings. Communicate impacts.
Facilitate the development of long term price forecasts to be used in NYPA’s Operating Forecast.
Oversee the discharge of contractual provisions related to revenue requirement/COS, cost recovery and billing, and contained in Agreements, MOU’s, and Contracts.
Lead the research on revenue requirements, COS, rate engineering and market administration related to cost recovery methods and trends, including monitoring and interpreting utilities, NYISO, FERC, and PSC tariffs and procedures.
Lead any analyses required for the preparation of FERC revenue requirement filings needed for cost recovery of Authority’s increased costs for maintaining and investing in its transmission assets.
Responsible for staying informed on new business practices associated with rates and rate methodologies, and present to the Senior and Executive staff when appropriate.
Develop and maintain procedures and documents for all new and existing processes.
Knowledge, Skills and Abilities
Knowledge of the electric utility industry and NYISO market.
Proficient knowledge of economics, finance and accounting concepts, practices, and theories.
Excellent analytical skills required, including the ability to perform statistical and quantitative analysis.
Ability to analyze financial, marketing, and utility tariff data and make recommendations to establish strategic benchmarks and goals.
Strong planning and organizational skills are required to manage a multitude of complex processes involving many different departments within NYPA as well as customers and their consultants.
Ability to anticipate problems/issues, streamline, and propose solutions is required.
Working knowledge of Microsoft Office. Excel test will be given at interview.
Excellent communication skills are essential
Must be well-versed in regulatory revenue requirement, cost recovery/rate setting methodologies and terminology.
Ability to clearly explain and present complex concepts to peers, management, executives, and external customers.
Ability to assist others in achievement of group goals and foster an environment of cooperation among group members, including managing day-to-day assignments for the team.
Education, Experience and Certifications
Bachelor’s Degree in Business, Economics, Marketing, Finance, Accounting, Math, Engineering, or related discipline is required.
MBA or other graduate degree is preferred.
Experience with regulatory rate setting is a plus.
Project Management experience is required.
3+ years in a supervisory role, experience leading a team or projects is preferred.
8+ years of utility pricing and market analysis experience is preferred.
