Lead Data Scientist
Substantial data science and technical expertise and experience required. Incumbent must have both a diversified knowledge of data science Information Technology and a strong business orientation to provide technical leadership. Within NYPA, within certain disciplines, he/she may be the highest technical expert. Incumbent applies intensive and diversified knowledge of data science principles and practices, and an understanding of the NYPA’s, initiatives, policies, operations, and objectives, to solve complex business problems via data science enabled solutions, and makes technical decisions on methods and obstacles. The incumbent also must be able to discern if solutions other than the application of data science can meet the business needs. The incumbent also must have a clear understanding of all data science platforms available at NYPA on which algorithms can be executed
Supervision and guidance related largely to overall objectives, critical issues, and policy matters.
Consults with Manager/Director concerning unusual problems and developments. Work is checked by others at a Senior Managerial level.
Develops and evaluates plans and criteria for a variety of projects and activities.
Assesses the feasibility and soundness of proposed proof of concept or solution.
Usually performs as a staff advisor and consultant.
Represents the Authority at technical conferences and Authority meetings.
Understand and interact with all data sources provided by analyst-level positions, including some data extraction.
Should be focusing on the results of the solutions rather than a specific area’s analysis procedures. In some cases, these “problems” may be associated with network, hardware, security, database, programming, or application functions. Should recommend the lowest cost solution for developing expanded capabilities and services for customers. Must have the ability to investigate what is not intuitive and to develop solutions to non-routine problems. Must be able to handle a project from start to finish, with major decisions being brought to the Manager/Director
Must have excellent interpersonal skills. Will be called upon to give both internal and external presentations that are logical, smooth, and influential. May be called upon to give expert testimony on behalf of the Authority. Strong negotiating skills are also critical. Written reports can include research papers, analytical studies, and solution review.
Must be persuasive and have strong negotiating skills.
Guidance and motivation should be provided to junior members.
Ability to teach others both business and technical skills
Encourage others to complete work on schedule.
A deep understanding of statistical and predictive modeling concepts, machine-learning approaches, clustering and classification techniques, and recommendation and optimization algorithms.
Passionate about asking and answering questions in large datasets, and you are able to communicate that passion to product managers and engineers.

Knowledge of electric utility industry standards, equipment and smart grid data models a plus

Understanding of how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers. Additionally, must be familiar with NYPA’s budgets, costs, rate structures, and policies.
Will manage projects of all sizes, and advanced skill sets to:
Execute project initiation through ITAC (Information Technology Advisors Committee) and PRB (Project Review Board) review processes, procurement processes, and vendor selection processes.
Manage all aspects of project lifecycle. Determine appropriate software systems, development schedules, user training, and systems testing. Determine budgetary requirements for individual projects. Assure overall project quality and ensure timely completion of deliverables; ensure the adherence of projects to budgetary constraints.
Implement solutions via project management methodology; deploy the solution to operational production environment.
Direct meetings with potential vendors to produce and feasible solution options and recs.
At least 8 years work experience, including at least 5 years in a data science role with experience in algorithm development and project management.
Advanced degree in science, engineering, math/statistics, data science, or related technical discipline. Utility engineering knowledge preferred.
