Job Description

Project Manager, Human Resources is responsible for planning, leading and managing a broad range of moderate to complex HR projects. Manages the complete project life cycle including: project planning, estimating, managing, executing, implementing, and ongoing support. Uses best practice project and change management techniques to achieve project objectives, on time and on budget. This includes proactive communications among project team members and with customers, engaging all levels of staff, reporting project status, setting objectives for activities and meeting, and ensuring follow-through. Works closely with business owners within and outside of Human Resources to ensure project meets the desired business purpose, goals, and metrics.

  • Primary liaison and partner to Canal Corporation HR in defining processes, issues, contract updates, requests, etc.

  • Ensures Canal contracts and programs are documented and executed. Participate in new contract negotiations providing data and updating negotiated requirements as necessary in program execution.

  • Develops project specifications and objectives from initiation to delivery for projects of moderate to complex scope.

  • Manage day-to-day oversight of HR projects. Responsible for the end-to-end project management of a variety of HR initiatives designed to support the strategic business and operational goals of HR. Creates agendas, facilitates discussion items, next steps and follows up post meeting. Establish and track milestones, and delivery dates for projects and process enhancements.

  • Prepares maintain and update project plans, agendas and systems set-up for projects. This includes determining project steps, activities, the sequence of events, critical success paths, dependencies and the duration of tasks..

  • Identifies and acquires appropriate resources needed, ensuring availability necessary for project deliverables. Manages resources within respective departments, other internal departments, outside service providers as well as materials committed to the projects.

  • Serves as a central point of contact to routinely relay, facilitate and keep stakeholders apprised of the project’s status and respond to questions or inquiries regarding the project. Maintains open communications and relationships with clients as well as the project team, coordinating and conducting meetings as appropriate. Conducts risk assessment of strategic, technical, financial, or business factors affecting the project. Monitors project deliverables and progress through the duration of the project plan, managing deviations as appropriate, including project scope. Identifies factors jeopardizing the project and escalates issues as appropriate, recommending solutions to senior project team members.

Required Skills

  • Demonstrated success in managing medium to large scale projects.

  • Strong organizational and time management skills allowing you to manage multiple projects and competing deadlines

  • Attention to details and possess the ability to define problems, collect data, establish facts, and draw valid conclusions

  • Ability to research issues, prepare evaluations on problems and recommend viable solutions.

  • Demonstrated experience in collecting and analyzing data, with skill in optimizing work processes

  • Excellent communication skills, both oral and written, and interpersonal skills are required to effectively communicate with internal and external stakeholders at all levels, guide and lead others and provide direction.

  • A moderately high level of analytical and problem-solving skills.

  • The ability to handle complex customer and system issues.

  • Demonstrated skills in project tracking and management projects.

  • Intermediate to advanced knowledge of Microsoft Excel and PowerPoint, knowledge of Tableau preferred

  • Strong business and financial acumen

  • Knowledge of and experience with HR functions, programs and practices.

  • Demonstrated capability to communicate and work effectively at all levels of the organization, inspiring respect and credibility.

  • Thorough knowledge of employment laws such as FMLA, COBRA, ADA, and other federal and state laws covering discrimination and equal opportunity employment

  • Ability to observe confidentiality required.

  • Ability to learn and navigate through HRIS systems

Required Experience

  • Bachelor’s Degree in Human Resources, Business or related major

  • Minimum 5 years of project management or professional level Human Resources experience

  • Possesses experience and knowledge in both functional and strategic aspects of Human Resources in at least 2 of the following areas: program implementation, contract execution, reward and recognition, benefits, HR systems, HR metrics.

  • Experience in Civil Service and/or union environments preferred

  • Approximately 15% travel, primarily in New York State

  • Attends a variety of meetings, conferences and seminars
