Role and Scope of Position:
Work with a team of environmental professionals responsible for environmental permitting and approvals for offshore wind projects in New England and New York.
Plan, execute, and obtain necessary federal and state approvals for projects in accordance with strict deadlines and within budget, including obtaining resources and coordinating efforts of team members in order to deliver approvals needed according to plan.
Coordinate timely construction environmental monitoring to ensure consistent documentation and compliance with environmental requirements of permits/licenses.
Conceptualize and execute plans, be part of a cross-functional team, interact with regulatory agencies, manage budgets.
Ensure strict compliance with all state and federal rules and regulations.
Forge relationships with regulators and key stakeholders, while balancing the needs of the company.
Build strong collaborative working relationship with utility operations leadership.
Manage contracts, including specifications and bid documents (where necessary), and managing environmental consultants and vendors.
The Position will report to the Supervisor of Offshore Wind and will be focused on tasks relating to the preparation and submission of required Site Assessment Plan ("SAP") and Construction and Operations Plan ("COP") in addition to other Federal, State and Local permitting and environmental compliance delivery and support. All tasks will be completed in coordination with company personnel in support of Development and Construction of the offshore wind energy project(s).
Develop environmental study and permitting strategies for specific projects in consultation with internal and external development team, technical, construction and operations staff.
Manage and coordinate activities within the Company and with outside consultants to prepare and submit SAP, COP, and other all regulatory, siting and environmental requirements, permits and approvals needed to construct, operate, maintain and decommission offshore wind energy projects.
Prepare milestone schedules, budgets and staffing requirements (internal and external) to complete permitting and compliance on assigned projects and assets.
Work closely with Project Development team and external consultants in the preparation of applications to agencies; represent Company's position in hearings and workshops select and manage consultants; assist the project public relations strategy; and provide documentation for siting, land use, wetland, and wildlife permits; represent the Company in policy discussions and developments regarding renewables permitting.
Negotiate with wildlife, land use, and other regulatory agencies to achieve acceptable permit conditions consistent with project and Company goals, schedules, costs, and environmental protection.
Coordinate with Construction to assist in maintaining permit compliance of projects.
Coordinate with Procurement on RFP process and manage purchase orders and invoicing through Company accounting system, adhering to effective internal controls.
Technical Knowledge/Skill: Strong working knowledge of the permitting process of a wide range of regulatory agencies such as: BOEM, USACE, CTDEEP, NYDEC, RIDEM and MassDEP regulations, MEPA, New York Article VII, MA CT and RI State Siting Board, Section 106, Coastal Zone Consistency and local environmental rules required. Knowledge of marine hazard and biological surveys, transmission line engineering, substation design, marine and onshore transmission line construction, substation construction or transmission planning is strongly preferred. Expertise in NEPA and/or other state and local land use and environmental permitting processes.
Bachelor’s degree in Biology, Engineering, Environmental Science or related field.
Total of minimum 8 years of experience with a minimum of 5 years utility experience (in either industry or consulting). Experience and knowledge of onshore and offshore environmental permitting regulations for northeastern United States, submarine cable installation and direct experience working with Federal and State regulatory agencies.
Licenses & Certifications:
Fast paced working environment with multiple projects and stakeholders. The job requires travel throughout New England and New York to support projects.
Problem Solving & Complexity:
Due to the fast paced environment of construction, issues arise that require immediate attention and resolution. Many issues are complex and will require assessment against regulatory requirements
While performing the duties of this job, the employee is required to sit, stand, talk, and hear. The employee is required to walk; use hands and fingers to operate, handle, or feel objects, tools, or controls; and reach with hands and arms.
The employee must lift and or move up to 25 pounds.
Specific vision abilities required by this job include close vision and ability to adjust focus.
On call Storm Duty assignment as necessary.
Responding to emergency situations to meet customers’ needs is part of every employee’s role. If employed, you will be given an Emergency Restoration assignment. This means you may be called to assist during an emergency outside of your normal responsibilities, work hours and location.
