Brief Posting Description

Actively fulfill Tri-State's mission to provide Member Systems with a reliable, affordable, and responsible supply of electricity in accordance with cooperative principles. Support the efficient and successful execution of Tri-State's Transmission Capital plan. Oversee the Transmission Engineering department's financial management, work order processing, internal controls, and other initiatives. Responsible for directing Transmission's capital and project schedules. Serves as lead budgetary liaison between multiple departments. Develops tools and metrics to measure the department's organizational alignment with Tri-State's strategic needs, efficiency, and cost effectiveness. Manage and develop staff.

Transmission Project Scheduling and Controls Manager

Hiring Salary Range: $108,000-$136,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Job Requirements


  • Cross-functionally lead Transmission's effort to deploy an Enterprise Resource Planning platform (Oracle Cloud) and associated custom modules, interfaces, responsibilities, programs, and procedures. Define, evaluate, improve, and document the business processes while driving change throughout the organization.

  • Supervise staff, and contractors as needed, to ensure project schedules accurately reflect projects' scope, responsibilities, construction sequencing, outage requirements, and in-service dates.

  • Ensure internal controls over financial reporting are sound and effective, ensuring compliance with the Sarbanes-Oxley Act ("SOX")

  • Assist in the execution of SOX assessment programs by providing thorough identification of in-scope accounts and locations, and planning, testing, documenting, and reporting of the effectiveness of financial reporting for delivery to senior management and external committees.

  • Lead the scheduling team in the use of Primavera P6 Enterprise Project Portfolio Management software for Tri-State's transmission capital program. Maintain and establish guidelines, procedures and governance to effectively use the system.

  • Proactively manage, control, and report Transmission's capital financial data.

  • Supervise the creation and management of project work order processes for multiple departments.

  • Develop benchmarks, metrics, and trends for vendor and consultant costs and performance.

  • Develop analytics to aid in measuring the department's performance.

  • Direct and coordinate financial forecasting and reporting to improve Transmission's financial discipline and cash flow.

  • Coordinate the creation of the annual Transmission Capital Budget.

  • Develop processes and procedures to promote accurate and accountable capital budgets.

  • Provide guidance on the development, standardization, and maintenance of project schedules ensuring schedule governance, portfolio reporting, and team communication.

  • Direct and improve analysis and reporting on resource forecasting, resource gap management, and recommend resource solutions.

  • Leverage project scheduling and resource forecasting capabilities to improve organizational efficiency and manage risks.

  • Direct project accounting, including initial project set up, troubleshooting project accounting architecture, and making recommendations on resolutions and best practices.

  • Lead and represent teams involved with documenting, standardizing, and promoting continual process improvements and learning across the Transmission business unit, especially as it relates to deploying the Enterprise Resource Planning platform.

  • Develop training solutions for staff.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

Education and Training

  • Bachelor's Degree in Accounting, Engineering, Construction Management, Business, or equivalent experience as included in the Experience section listed below.

Knowledge, Skills, and Ability:

  • Knowledge of Project Controls best practices.

  • Experience with Primavera P6, scheduling techniques, and resource forecasting and reporting.

  • Ability/aptitude to stay current with enterprise software.

  • Ability to plan, organize, and manage the work of others.

  • Accounting systems, budget preparation, and procedures as related to project cost monitoring and controls.

  • Working knowledge of Generally Accepted Accounting Principles rules.

  • Financial reporting as it pertains to compliance with the Sarbanes-Oxley Act.

  • Excellent written and verbal communications, including correspondence, reports, and other business documents.

  • Ability to create and maintain effective working relationships that result in influence without authority.

  • Advanced experience with the Microsoft Office suite, expert knowledge in MS Excel.


  • Ten (10) years of combined education and experience in project controls, scheduling, accounting, management, and/or cost positions.


  • Willingness to travel occasionally as required for training, meetings and conferences. (Must possess a valid driver's license.)


  • Three (3) years' experience in a supervisory capacity.

  • Experience with and knowledge of the construction of electric power systems.

  • Working knowledge of Tri-State's service area.

  • Knowledge of FERC procedures and regulations.

  • Knowledge of PMI process for: Project Controls, Project Management, PM Book of Knowledge.
