Brief Posting Description

This position is responsible for the management of Tri-State's Transmission Project Management Office (PMO), budgeting and executing capital projects including transmission lines, substations, and joint participation projects through the effective coordination of resources both internal and external to support the timely and efficient execution of transmission system asset additions and modifications.

Hiring Salary Range: $119,700- $149,700

Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skill level.

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Provide guidance to first line supervisors, project and program managers, schedulers, and consultants.

  • Experience in leading, supervising, directing and managing people in cross-functional organizations and project teams.

  • Develop and implement industry Best Practices and PMO Key Performance Indicators (KPI's).

  • Active change agent to develop, maintain and implement program and project management processes, procedures, and documentation for transmission capital projects.

  • Direct the optimization of budget portfolios to utilize economy of scale for capital projects identified by Transmission Systems Support, Planning, Operations and Maintenance projects, both capital and O&M to optimize outage windows, construction contracts, material purchases, and joint projects.

  • Interact with contractors, vendors, and other stakeholders on a technical level.

  • Lead and manage project management and schedulers assigned to support projects and represent Transmission at meetings with other Tri-State functional areas and with external stakeholders.

  • Develop and use appropriate methodologies and tools to provide documented scope, schedule, deliverables, resource needs and budget estimates for the transmission capital program.

  • Support the development of project contracts or agreements and assure compliance to the terms and conditions through the construction and capitalization of the transmission assets.

  • Develop and recommend guidelines, tools, and processes for project management, project controls, and other resources to support the appropriate project prioritization and successful execution of projects in the transmission capital program.

  • Lead the implementation of Primavera P6 EPPM (Enterprise Project Portfolio Management) software for Tri-State's transmission capital program, and establish guidelines, procedures and governance to ensure successful implementation and maintenance. This may require leading and managing consulting resources.

  • Communicate effectively with all transmission capital program stakeholders and participants providing timely responses to information and documentation needs.

  • Participate with other related business units in developing the annual transmission capital program budget; administer the capital program budget, working with appropriate staff to provide updates as required for cash flow and variance reporting.

  • Provide strategic development and utility networking opportunities for staff members to strengthen individual skillsets, provide comparative benchmarking, and incorporate best practices in daily operations.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS:

Education and Training:

  • BS/BA in Engineering, Project Management, Construction Management, or related discipline, or equivalent combination of experience and education.

Experience:

  • Ten (10) years of experience in project management, engineering, scheduling, and/or project controls, preferably in the electric utility industry.

  • Experience and knowledge of transmission facilities, project and program management, and project controls techniques.

Knowledge, Skills, and Ability:

  • Knowledge of transmission facilities, functions and typical applications.

  • Knowledge of MS Project, Primavera P6 or other project management software applications.

  • General knowledge of power system planning, environmental, permitting, engineering, operations, contracting and construction disciplines as they apply to electric utility power transmission projects.

  • Knowledge of general requirements for funding of power transmission capital additions and improvements.

  • Working knowledge of interconnected transmission systems and electric utility industry standards, practices and regulations.

  • Ability to establish and maintain effective working relationships both internal and external.

  • Ability to communicate effectively, both verbal and written.

  • Willingness to travel as required.

  • Must be able to demonstrate that he or she can perform all of the essential functions of the position.

Other:

  • Must be willing to travel as needed. Must possess a valid driver's license.

DESIRED JOB QUALIFICATIONS:

  • Strong preference will be given for experience with project and program management techniques as applied to electric power transmission projects.

  • Prior management experience.

  • Either Project Management Professional (PMP) or Program Management Professional (PgMP) certification is preferred.

  • Knowledge of National Environmental Policy Act (NEPA) procedures and requirements.

  • Knowledge of FERC procedures and regulations.

  • Knowledge of electric utility resource analysis and balancing across a large portfolio of projects.

  • Knowledge of project controls including appropriate controls for managing accounting work orders across a large portfolio of projects.

Mental demands: While performing the duties of this position, the incumbent is required to read, write, perform math at a level required to prepare, review and analyze related complex and/or engineering calculations associated with power utility transmission capital construction projects, analyze data and reports, exercise judgment, develop plans, procedures and goals, direct others, present information to others and work under pressure.

Work Environment : While performing the duties of this position, the employee will occasionally be exposed to weather conditions, which can be extreme. Duties are normally performed indoors. Outdoor conditions may include working at remote sites without restroom facilities, running water for drinking or washing, food convenience stores, emergency services, communications or cell phone service, or fuel for vehicle.
