Brief Posting Description

Responsible for financial / accounting oversight of the Federal Energy Regulatory Commission (FERC) Open Access Transmission Tariff (OATT) rules and regulations as it pertains to the development and implementation of OATT Customer settlements. Participate in the regulatory process for the development of North American Energy Standards Board (NAESB) Standards as they pertain to implementation of the OATT. Track and ensure proper development and implementation of all transmission service contracts. Responsible for interfacing with the OATT Administrators in the OATT monthly billing process and provide expert financial accounting assistance to ensure accurate production of OATT customer invoices. Serves as technical primary point of contact between Tri-State Transmission and Tri-State Corporate Accounting for OATT accounting. Participate and guide the FERC OATT regulatory process by tracking and reporting on FERC Notice of Proposed Rule (NOPR) making processes. Responsible for the collection and verification of data used to develop multiple transmission revenue requirements for Tri-State as well as other transmission providers when necessary. Provide guidance and analysis on transmission policy to Senior Staff including internal policy development and external policy positions.

Note: There is one position available and the position will be filled at one of three job grade levels: Strategic Transmission Analyst I, job grade NB18; Strategic Transmission Analyst II, job grade NB20; or Senior Strategic Transmission Analyst, job grade NB22. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Hiring Salary Range: $90,000-$112,000

Strategic Transmission Analyst II

Hiring Salary Range: $ 74,000-$92,000

Strategic Transmission Analyst I

Hiring Salary Range: $61,000-$76,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Review and provide accounting oversight for the accurate and timely production of the monthly transmission bills for short-term firm and non-firm transmission bills and long-term firm, network, and grandfathered transmission contracts.

  • Review and provide expert advice on the implementation of billing process and procedures and ensure accurate and complete documentation of OASIS billing procedures to ensure compliance with FERC Orders, and NERC & NAESB Standards.

  • Serve as a point of contact in addressing current transmission customers questions regarding transmission use bills.

  • Develop and keep current billing documentation specifications and procedures to ensure accurate timely OATT billing.

  • Maintain a working high level knowledge of OATT implementation and OASIS processes and procedures by participating in Transmission Operations Transmission Service Operations periodic meetings.

  • Provide all necessary corporate accounting requirements and documentation in the production and implementation of OATT customer invoices. Ensure all OATT billing processes are fully compliant with FERC accounting rules and regulations.

  • Interface and coordinate, communicate, and work with other departments within Tri-State, which include, but are not limited to, Bulk System Planning, Transmission Business Strategy, , GIS, Energy Portfolio, Energy Settlements, Energy Resources, Energy Markets, Energy Application Services, System Metering, Telecommunications, and Corporate Finance to review, understand and administer all transmission use contracts.

  • Understand and use the OATI WebAccounting process and procedures to support the OATT requirements.

  • Assist and provide expert advice for the development, review, and verification of current and future Transmission Service Agreements with Tri-State transmission customers under the OATT including investigating credit worthiness and other criteria as needed in the evaluation and approval of of transmission service.

  • Gather, analyze, and input a data required to assist in preparing a comprehensive transmission rate design template.

  • Assist in the development of various analyses and financial models relative to rates and rate design for both transmission and Tri-State Member rate(s).

  • Participate in state and regulatory proceedings primarily providing analytical support.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS

Education and Training

  • Bachelors of Science Degree in Business, Finance, Accounting, or other related discipline or equivalent combination of experience and/or education.

Knowledge, Skills, and Ability:

  • Knowledge of regulatory requirements that impact Tri-State's Transmission Operations

  • Knowledge of state and federal regulations applicable to the accounting function

  • Knowledge of Tri-State's OATT, transmission OASIS business practices, and technical knowledge of OATI WebAccouting.

  • Knowledge of other transmission policy issues as they pertain to state and federal regulatory environments

  • Knowledge of transmission rate structural design including the FERC's OATT

  • Ability to apply generally acceptable accounting processes and procedures in the production and accounting of OATT customer invoices.

  • Basic knowledge and understanding of transmission OATT contracts. This includes, but is not limited to, Network Integrated Transmission Service Agreements (NITSA), Transmission Service Agreements (TSA), Grandfathered contracts, and West Connect Regional Transmission Agreements

  • Ability to present rules and policies to OATT customers in concise and understandable terms.

  • Ability to use a personal computer and standard office computer programs (word processing, spreadsheet, database, email) and related computer hardware.

  • Excellent analytical and problem solving skills.

Experience:

  • Eight (8) years of progressive experience in application of sound generally accepted accounting practices. Those with less experience will be hired at the Strategic Transmission Analyst I or II job grade level, as appropriate.

Other:

  • Willing to travel as required. Must possess a valid driver's license.

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • Experience in implementation of OATT

  • Experience in transmission policy and FERC OATT rates

  • Experience in FERC accounting rules and processes.

  • General knowledge in the areas of electric power transmission transfer capability, interconnected system operations, transmission service contracts, system modeling, and NERC Standards.

  • Experience and technical knowledge of the software and tools used to produce accurate and timely OATT customer invoices.
