Brief Posting Description

This position is responsible for managing the Resource Dispatch and Trading activities on a daily basis, overseeing the day-to-day load/resource balance on an hourly and real-time basis and to utilize available markets for the best utilization of Company resources. The Manager supervises a group whose primary responsibility is to assure adequate resources are available to meet all customer load requirements in the most economic and reliable manner possible. In 2021, Tri-State plans to participate in two energy imbalance markets in the Western Interconnect; the Southwest Power Pool Western Energy Imbalance Service (WEIS) and the California Independent System Operator Western Energy Imbalance Market (WEIM). We anticipate the Resource Dispatch & Trading Manager would play a key role in our success in these markets, as well as in future opportunities to participate in a Western Interconnect Regional Transmission Organization (RTO).

Job Requirements


  • Provide supervision to a 24-hour-a-day/7-day-a-week Resource Dispatch and Trading Group.

  • Provide management oversight and direction to ensure work schedules, staff training, NERC/WECC compliance, FERC compliance, and daily operations, are performed within required guidelines and procedures.

  • Responsible for energy markets emergency evacuation plan to ensure the continued operation of service in the event primary marketing room becomes inoperable or needs to be evacuated.

  • Assure that all power contracts are administered within contract requirements.

  • Assure that all generation outages are adequately covered and proper emergency procedures are followed

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

Education and Training:

  • BA/BS degree in Economics, Finance, Marketing, Engineering or related field or equivalent experience.

Knowledge, Skills, and Ability:

  • Ability to make independent decisions based on Company policies, contracts and procedures.

  • Ability to resolve problems using effective communicative skills.

  • Ability to organize and direct work of others in a real-time environment.

  • Working knowledge of organized markets including energy imbalance markets and RTO's.

  • Working knowledge of traditional bilateral energy trading.

  • Working knowledge of generation plant operation.

  • Working knowledge of power system fundamentals.

  • Working knowledge of transmission system fundamentals.


  • Ten (10) years of progressive experience with an electrical utility with experience in the Marketing or System Operations area.


  • Willingness to travel.

  • Willingness to be on call.

  • Physical demands : While performing the duties of this position, the incumbent is required to sit for long periods of time and occasionally stand, walk, stoop, bend, reach above and below shoulder level and push/pull objects of varying weights, and lift up to twenty-five pounds. Incumbent is frequently required to use hands and fingers to handle, or feel objects, or controls, talk and hear.

  • Mental demands: While performing the duties of this job, the incumbent is required to read, write, perform basic math, analyze data and reports, exercise judgment, develop plans, procedures and goals, and present information to others and work under pressure.

  • Work Environment : While performing the duties of this position, the incumbent is exposed to a moderate level of noise. All of the duties are performed indoors and at a desk, operating office equipment.
