Brief Posting Description

Responsible for planning, developing, and conducting maintenance mechanic and welding technical training programs and courses in support of all generation facilities, functions, and procedures as well as other locations within Tri-State as needed. Includes assisting management with the analysis and identification of employee learning and development needs and leading classroom facilitation through the presentation of lessons, discussions, practice activities, simulators, assessments, and other learning strategies supporting the teaching of Mechanic and Welder Curriculum.


There is one position available and the position will be filled at one of three job grade levels: Mechanic/Welder Learning Facilitator I, job grade NB15; Mechanic/Welder Learning Facilitator II, job grade NB17; or Mechanic/Welder Learning Facilitator III, job grade NB19. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Mechanic/Welder Learning Facilitator III

Hiring Salary Range: $69,000-$87,000

Mechanic/Welder Learning Facilitator II

Hiring Salary Range: $57,000-$72,000

Mechanic/Welder Learning Facilitator I

Hiring Salary Range: $47,000-$59,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Job Requirements


  • Plan, develop, administer and conduct Mechanic and Welding training programs and courses in support of all generation facilities, functions, and procedures as well as other functions and locations within Tri-State as needed, including but not limited to step programs, apprenticeship programs, customized training, and other learning and development needs as determined by management.

  • Assist management by collaborating with key stakeholders to analyze and identify employee learning and development needs as well as available learning resources and make appropriate recommendations. Lead the classroom facilitation and monitor participant learning through the presentation of lessons, discussions, practice activities, assessments, and other learning strategies.

  • Assist Instructional Designers as subject matter expert (SME) in the design and development of learning solutions.

  • Assist Instructional Designers to develop technical content for facilitator guides, participant guides, e-learning materials, and other supporting materials.

  • Assist in the preparation of the annual Learning and Development budget by providing timely input of forecasted expenses.

  • Prepare reports and support special projects as required.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

Education and Training

  • Trade Tech/Apprenticeship Certificate or College Degree with a focus on Maintenance Mechanic or Welding, or similar technical discipline preferred or equivalent combination of education and experience.

  • Equivalent experience may include coal fired, combustion turbine, or combined cycle power plant experience, or similar industry experience in electrical generation mechanical and/or maintenance procedures. Maintenance experience may include apprentice through journey-level experience in the Welding/Heavy equipment field.

Knowledge, Skills, and Ability:

  • Knowledge of various effective learning and development methods and techniques.

  • Ability to work and communicate with diverse groups and individuals.

  • Ability to maintain effective working relationships with all personnel and maintains high levels of communication with management and stakeholders.

  • Complete and submit class rosters.

  • Demonstrated ability to prioritize and multi-task in order to complete multiple projects while staying focused on quality, deadlines, budget expectations, and business results.

  • Proficient project management skills and the ability to organize, plan, and deliver results effectively.

  • Excellent technical writing skills and use of creative messaging design principles (use of language, grammar, spelling, and organizing content to achieve desired outcomes).

  • Strong presentation and classroom facilitation skills.


  • Five (5) - eight (8) years of directly related experience in power plant, or similar industry, operation, planning, engineering and/or maintenance.

  • Experience prioritizing, organizing, planning and coordinating work activities.

  • Experience with producing documents, training materials, and records using a variety of computer business software applications including Microsoft Word, PowerPoint, Excel, and Adobe Acrobat PDF, and others as needed.

  • Experience with operating office equipment such as computers, projectors, printers, copy machines, and fax machines

  • Those with less experience will be hired at the Mechanic/Welder Learning Facilitator I or II job grade level, as appropriate.


  • Willingness to travel as required. Must possess a valid driver's license.

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.


  • Power plant journey level experience.

  • Learning and Development/training experience.

  • Experience facilitating in a classroom setting, preparing the classroom, presenting lessons, conducting discussions, applying practice activities, and evaluating participants' learning.

  • Strong knowledge of and experience with learning design and development processes and best practices, including instructional methods and learning strategies.

  • Ability to prioritize, organize, plan and coordinate work activities.

  • Physical demands: While performing the duties of this position, the employee may be required to move, carry, set-up, and lift audio/video equipment, projectors, and various equipment and tools used for instructional/training purposes and training materials documents.   • Mental demands: While performing the duties of this position, the employee will be required to develop, prepare, and present various training and instruction to others, problem solve, work under deadline pressure at times, initiate creative solutions to training development and delivery requirements, suggest solutions for complex training issues and demands, and use discretion and judgment.

  • Work Environment: While performing the duties of this position, the employee will travel to various locations and will be exposed to the elements during travel. Work will be in an office environment but may be exposed to working at power stations, substations or high voltage lines and equipment while delivering training to others.
