Brief Posting Description

Responsible for developing long-term structured wholesale power transactions. Responsible for ongoing contract administration, market, pricing and related analyses, and working with Tri-State Member Systems in policy implementation related to distributed and local renewable resources.

There is one position available and the position will be filled at one of two job grade levels: Origination Analyst, job grade NB21; or Senior Origination Analyst, job grade NB23. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Senior Origination Analyst

Hiring Salary Range: $102,000-$128,000

Origination Analyst

Hiring Salary Range: $84,000-$105,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Job Requirements


  • Conduct analysis of proposals for new resources resulting from competitive bidding processes, assist with summary and presentation of data, and assist with organization of data received.

  • Conduct contract negotiations and analyses for new resources or load development and retention efforts.

  • Responsible for taking a lead role in providing contract administration of existing renewable and conventional resource power purchase agreements and related contracts to include ensuring contractual compliance, development of operating procedures, optimizing terms and conditions, and monitoring ongoing contractual milestones and similar requirements.

  • Provide analytical support in various external and internal reporting requirements.

  • Negotiate and develop contracts with Member Systems to support implementation of Tri-State Board policies

  • Provide cost-benefit analysis of potential generation assets, structured transactions, major investments, and unit retirements.

  • Responsible for Origination-related activities related to the development of Integrated Resource Plans.

  • Responsible for Origination-related inputs to Tri-State's budget and long term financial economic forecast.

  • Participate in ad hoc analytical requests.

  • Prepare a variety of reports and responsible for the preparation of department reports and presentations.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

Education and Training

  • Bachelor's degree in Business, Economics, Finance, Engineering, or related discipline; or equivalent relevant experience.

Knowledge, Skills, and Ability:

  • Knowledge of generation technologies, including renewable technologies, wholesale power markets, utility operations, and market design.

  • Knowledge of commercial practices for bulk power transactions, settlements and scheduling.

  • Understanding of board policy, public policy and regulatory requirements as they relate to resource decisions.

  • Familiarity with understanding contract language and contractual provisions related to power transactions.

  • Must have strong analytical, quantitative, and economic evaluation skills.

  • Excellent oral and written communications skills.

  • Ability to establish and maintain effective working relationships.

  • Ability to analyze complex, technical data and prepare concise, accurate reports.


  • Eight (8) years of relevant experience including the evaluation of structured transactions.

  • Working knowledge of power system operations, contract negotiation and contract administration.

  • Those with less experience will be hired at the Origination Analyst job grade level, as appropriate.


  • Willingness to travel as required. (Must possess a valid driver's license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.


  • Experience in the electric power industry with structured transactions involving the acquisition of power resources preferred.
