Job Summary

By joining our BV Construction group, you will have the ability to develop and enhance your skills in an on-site, hands-on environment. Functions in our group include safety, project field management, construction management, quality control, start up and decommissioning and field engineering.

Assists in the day-to-day management of Construction Apprenticeship and IRA operations, to ensure the integrity of pay information for certified payroll, Apprenticeship application, enrollment, registration, tracking and scheduling of apprentices. The existence of proper checks and balances ensuring Black & Veatch is compliant with applicable rules and regulations for IRA compliance and apprenticeship. Performs and/or oversees activities related to apprentice enrollment and apprentice ratios. Addresses craft certified payroll issues. Has daily contact with various clients, subcontractors and company employees. Provides resolution of complex and/or high-risk issues. Works under minimal supervision. Key Responsibilities

  • IRA internal and external reporting - Gather information from multiple reports/spreadsheets, submit on client portal.

  • Certified Payroll Reporting for BV- Gather payroll information from multiple reports/spreadsheets, enter data into compliance monitoring software LCPTracker to verify compliance with IRA/Prevailing Wage Requirements. Validates proper checks and balances are in place that will result in the timely and accurate payroll processing for certified payroll.

  • Coordinate efforts across multiple functions to deliver Project Execution payroll services and solutions to ensure compliance and integrity of data in overall process.

  • Oversight of the process for compiling tax on fringe benefits for overall reconciliation

  • Ensures policies, procedures, and processes are effectively developed, implemented, and communicated for workgroup. Ensures adherence to IRA Plan and Apprentice Procedures.

  • Strong computer skills such as typing, system and software knowledge.

  • Accurate data entry skills with great attention to detail.

  • Excellent communication skills, both verbal and written, to communicate with peers and subcontractors regarding their issues and concerns with compliance software.

  • Ability to find discrepancies and reconcile.

  • Reviews various timekeeping and certified payroll reports for accuracy for IRA reporting.

  • Coordinates and provides various reports to internal and external auditors.

  • Identifies and assesses improvement opportunities which will add value. Champions continuous improvement efforts. Assesses and supports the change management effects associated with the implementation of improvements. Proactively supports, encourages and facilitates staff to engage in continuous improvement activities.

Minimum Qualifications

3+ years relevant experience required. Some related open shop and/or union experience required. Some Direct Hire experience required for Direct Hire assignments. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
