PRIMARY PURPOSE OF POSITION

Develop, manage, and direct the activities of the Regulatory Affairs & Regulatory Strategies group. Develop and enhance PHI’s regulatory relationship with the Commission, its Staff and Stakeholders in the District of Columbia and Maryland. Plan and direct the identification, evaluation, and analysis of strategic policy options for PHI’s electricity distribution business that create maximum customer and shareholder value. Act as a key regulatory resource to all the other business units of PHI on regulatory matters, strategies, and policies.

Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Plan and direct the identification, evaluation, and analysis of strategic policy options for PHI’s distribution business using analytical skills and an in-depth working knowledge of legal, regulatory and financial concepts and standards unique to the industry.

  • Manage the Company's anticipation of and response to regulatory issues, coordinating across all PHI business units. Proactively communicate with other PHI business units on regulatory issues relating to their portions of the business.

  • Develop and enhance PHI’s regulatory relationship with the Commission, its Staff and Stakeholders in a manner that facilitates PHI’s strategic and business objectives in the District of Columbia and Maryland.

  • Plan, manage and direct the activities of the Regulatory Affairs & Regulatory Strategies group.

  • Manage PHI’s prevention of and handling of formal customer complaints lodged with the Commissions.

JOB SCOPE

This position has a direct impact on the successful development and implementation of PHI’s strategic initiatives, with a direct impact on its customers and the Company. The director manages up to 3 direct reports and additional indirect reports.

Qualifications

MINIMUM QUALIFICATIONS

  • BS or BA degree in business, economics, or other related discipline.

  • Twelve or more years’ experience in the retail rate, regulatory, financial, strategic planning, marketing, or economic analysis areas.

  • In lieu of degree, 15-20 years of relevant experience.

  • Excellent written and oral communication skills are required to represent the Company internally and externally and to testify on behalf of the Company before the Commission.

  • Must possess highly effective interpersonal skills to interface with members of the Commission.

  • Excellent analytical skills and creative thinking skills are required to direct and oversee activities related to evaluation of strategic options.

  • Must possess broad understanding of Company strategy and business practices, the workings of the wholesale and retail electricity markets as well as the federal and General regulatory landscape.

  • Must possess working knowledge of the District of Columbia and Maryland commissions and its regulations that are applicable to electric utilities.

  • Ability to direct the work activities of others.

  • Demonstrated knowledge of principles of management, finance, budgeting, and supervision.

  • 5 years of supervisory experience.

PREFERRED QUALIFICATIONS

  • Advanced degree in Business, Economics or Law highly desirable

  • Strong ability to strategically assess, coordinate and oversee regulatory activities on emergent technologies that support climate and clean energy goals.

  • Annual salary will vary based on a candidate's skills, qualifications, experience, and other factors: $176,000-$264,000

  • Annual bonus and incentive pay up to 30% plus an additional $50,000 annually for eligible positions
