National Grid Lead Analyst - Regulatory Strategy & Integrated Analytics in Waltham, Massachusetts

_About the Positions:_
Successful candidates will support the “Utility of the Future” team within National Grid’s U.S. Retail Regulatory Strategy group, including developing new regulatory frameworks and utility business models, modeling costs and benefits of new policies, and serving as the regulatory leads on major initiatives to design and implement new technologies and service offerings for customers (e.g., grid modernization/”smart grid”, renewable energy and distributed energy resource programs and integration, or dynamic pricing offers). This position combines: analytical and quantitative analysis; regulatory, market, and policy research; extensive written communication (e.g., memos, studies, regulatory filings); cross-functional collaboration within National Grid; and engagement with peer utilities and other stakeholders. The successful candidate will have a correspondingly balanced skill set and experience and the ability to rapidly develop new areas of expertise, think creatively, and balance multiple competing demands. Candidates hired at the more senior level will be required to have some supervisory and/or project management experience and the ability to take ownership of major initiatives.
_Position Responsibilities (including but not limited to):_
Contribute to the development of new regulatory frameworks and utility business models, such as outcome/results/performance-based regulation, and renewable energy policy and regulation.
Conduct benefit-cost analyses in coordination with cross-functional teams for new projects or initiatives (e.g., grid modernization/”smart grid,” or solar and other distributed energy resources integration).
Provide regulatory support and leadership in all “utility of the future”-related efforts, such as New York’s Reforming the Energy Vision (NY REV), Massachusetts Grid Modernization (Grid Mod), and System Integration Rhode Island (SIRI).
Conduct ad hoc quantitative analyses to address emerging questions that may include diverse topic areas such as time-varying rate design and customer response, value of distributed energy resources, cost estimates for new and existing policies, and financial impacts of performance-based incentives for utilities.
Work cooperatively with peer utility representatives in coordinating “utility of the future” activities and programs.
Engage with key stakeholders on “utility of the future”-related matters, including regulators, technology providers, and environmental and other public interest advocates.
Provide high-quality written communication for senior leadership (e.g., presentations, memos) and for external stakeholders (e.g., regulatory testimony and other filings).
Keep abreast of the latest relevant industry developments and represent National Grid in relevant industry and public forums.
Develop or contribute to design and editing of regulations and tariffs that would govern new utility programs and activities.
Qualifications and Experience:
A Bachelor's degree in economics, finance, engineering, statistics, mathematics, public policy, environmental science, business, or other relevant field; or equivalent work experience. A relevant advanced degree/certificate is a plus.
Experience with energy utility regulation very strongly preferred (either direct utility employment experience or via consulting, regulatory entity, or focused coursework).
Business experience with solar PV or other distributed energy resources, competitive energy supply and/or Renewable Portfolio Standard products or compliance, or energy procurement and management is a plus.
Knowledge and experience of public utility regulation and energy policies and legislation. Familiarity with the following key subjects is a plus: state and federal energy and environmental policies, cost-of-service rate regulation, rate design, and alternative/performance-based regulation.
Understanding of current trends within the utility industry, particularly with regard to grid modernization/”smart grid,” time-varying rates, demand response, energy efficiency, distributed energy resources, and outcome/results-based ratemaking.
Quantitative analysis acumen (i.e., advanced MS Excel capabilities and/or statistical programming, e.g., SAS/Stata/R).
Strong quantitative, analytical, and problem-solving skills; must be able to provide timely and accurate interpretation of analyses.
Demonstrated ability to quickly grasp complex issues and effectively integrate, compile, and analyze complex information and data.
Proven ability to communicate tactfully and effectively, both orally and in writing, and must be able to present information in a clear and concise manner to large groups, senior management, internal stakeholders, and external audiences.
Success working independently, handling multiple tasks, and determining priorities in a team environment.
Proficient in other relevant software, i.e., Microsoft Office (Word, Powerpoint, Outlook)
Prior experience managing substantial projects or programs is desired for more senior levels
