SUMMARY

Responsible for developing and maintaining the onsite and offsite Emergency Response Programs. This position will assist with the Emergency Plan, Severe Weather Plan and Emergency Plan and support the implementation of procedures, to ensure compliance with regulatory requirements. Assists and supports emergency planning efforts with the State of Texas and Matagorda County agencies.

EDUCATION

Bachelor’s degree in Emergency Management, Homeland Security, Public Affairs, Communications, Education, Chemistry, or Engineering. (Required)

Other: Without a Bachelor’s degree, 5 years related experience in operations, maintenance, work control, health physics, security or chemistry.

(Required)

Associates degree in technical discipline is equivalent to 2 years related experience. (Preferred)

EXPERIENCE

ER Specialist Associate:

0 - 2 Years Emergency Response Department experience, Emergency program experience (mentor, lead controller, simulator) as a Senior Technician in Chemistry or Health Physics, Journey level in Maintenance, or Sr/Staff level Engineering, Chemistry, HP or Work (Required)

ER Specialist:

2 Years + Emergency Response Department experience, Emergency program experience (mentor, lead controller, simulator) as a Senior Technician in Chemistry or Health Physics, Journey level in Maintenance, or Sr/Staff level Engineering, Chemistry, HP or Work Control, or IT and Projects. (Required)

ER Specialist Sr:

5 Years + Emergency Response Department experience, Emergency program experience (mentor, lead controller, simulator) as a Senior Technician in Chemistry or Health Physics, Journey level in Maintenance, or Sr/Staff level Engineering, Chemistry, HP or Work Control, or IT and Projects. (Required)

ER Specialist Staff:

8 Years + Emergency Response Department experience, Emergency program experience (mentor, lead controller, simulator) as a Senior Technician in Chemistry or Health Physics, Journey level in Maintenance, or Sr/Staff level Engineering, Chemistry, HP or Work Control. Required)

2 Years + Two (2) of the Eight (8) years must be Emergency Planning experience. (Required)

ER Specialist Consulting:

8 Years + related experience Emergency Response Department experience, Emergency program experience as a mentor, lead controller, simulator.

Minimum 4 years of these must be Emergency Planning experience. (Required)

8 Years + experience in operations, maintenance, security, health physics, and chemistry (Required)

2 Years + team leadership or supervisory experience including budget development and management experience. (Preferred)

ESSENTIAL RESPONSIBILITIES

EMERGENCY RESPONSE - ASSOCIATE:

  • Assists with the development and maintenance of the onsite and offsite Emergency Response Programs.

  • Maintains the Emergency Plan, Severe Weather Plan and Emergency Plan Implementing Procedures, which fulfill regulatory requirements.

  • Maintains and improves Emergency Response Facilities.

  • Coordinates and supports emergency planning efforts with the State of Texas and Matagorda County agencies.

  • Assists with program administration through compliance with station, Department, and Division policies and procedures.

EMERGENCY RESPONSE - SPECIALIST:

  • Develops and maintains the onsite and offsite Emergency Response Programs.

  • Reviews emergency planning documents and invoices, submitted by consultants, contractors, and vendors for products and services. Reviews material requisitions, requests for quotations, bid evaluations and contracts for approved projects as assigned.

  • Maintains the Emergency Plan, Severe Weather Plan and Emergency Plan Implementing Procedures, ensuring they meet regulatory requirements. Performs and reviews equipment and facility maintenance.

  • Develops/maintains emergency plans and perform procedure updates in accordance with Station and Regulatory requirements. Coordinates and supports emergency planning efforts with the State of Texas and Matagorda County agencies.

  • Maintains and improves Emergency Response Facilities.

  • Assists in Emergency Response Training Program.

  • Assures program administration through compliance with station, Department & Division policies and procedures.

  • Assists in the implementation of Severe Accident management Guidelines.

EMERGENCY RESPONSE - SENIOR:

  • Provides Senior Level Coordination and leadership to the Emergency Response programs to ensure consistent and effective program that meet all requirements.

  • Reviews emergency planning documents and invoices, submitted by consultants, contractors, and vendors for products and services. Reviews material requisitions, requests for quotations, bid evaluations and contracts for approved projects as assigned.

  • Maintains the Emergency Plan, Severe Weather Plan and Emergency Plan Implementing Procedures, ensuring they meet regulatory requirements. Performs and reviews equipment and facility maintenance.

  • Develops/maintains emergency plans and perform procedure updates in accordance with Station and Regulatory requirements. Coordinates and supports emergency planning efforts with the State of Texas and Matagorda County agencies.

  • Participates in the development, review and validation of scenarios for the annual Drill and Exercise Program. Conducts workshops, tabletops, drill and exercise preparation and evaluation documents.

  • Coordinates project assignments and provides directions to employees and consultants assigned to projects. Coordinates activities with other departments within the company technical personnel, state, local, federal regulators and contractor personnel.

  • Prepares progress reports to appraise supervision of the status of assigned projects and activities.

  • Develops/maintains emergency plans and perform procedure updates in accordance with Station and Regulatory requirements.

  • Acts as Lead Controller/Evaluator for assigned Emergency Response Facility. Reviews and performs conceptual and detailed studies for plant facilities or improvements to existing facilities involved in Emergency Response activities.

  • Assures program administration and compliance with station, Department, and Division policies and procedures.

  • Implements the Severe Accident management Guidelines.

  • Prepares progress reports to appraise supervision of the status of assigned projects and activities.

  • Develops/maintains emergency plans and perform procedure updates in accordance with Station and Regulatory requirements.

  • Acts as Lead Controller/Evaluator for assigned Emergency Response Facility.

SPECIAL SKILLS, KNOWLEDGE AND QUALIFICATIONS

Ability to obtain and maintain unescorted access.

Familiarity with regulatory requirements for Emergency Response activities. Knowledge of STP policies and procedures.

Ability to maintain professional demeanor under pressure or during plant emergencies and perform duties for an extended period of time.

Ability to effectively interface with STPNOC customers and Regulators.

Ability to effectively communicate in written reports and verbal presentations to all levels of personnel, including senior management.
