Bonneville Power Administration Work Planner Scheduler in United States

Summary This position is located with Bonneville Power Administration (BPA), in Work Planning & Evaluation (TFAW), Field Strategy & Operational Excellence (TFA), Transmission Field Services (TF), Transmission Services (T). A successful candidate in this position will be responsible for providing centralized, coordinated, system-wide work planning, scheduling & evaluation services to ensure maintenance programs & construction services are conducted in a manner that is cost effective & efficient. Responsibilities As a Work Planner Scheduler, you will: Analyze and formulate system resource needs (people, materials and equipment) to accomplish the work plan using input from Regional and District Offices, Project Managers, Technical Services, Asset and Workload Planning, Customer Service Engineering and other system stakeholders. Develop and coordinate specific schedules for projects that have system-wide impact and/or cross multiple district boundaries. Monitor work plan accomplishments throughout the year and reports work plan progress to Transmission Field Services managers. Determine resource requirements to implement the TF and capital work plans; schedules and directs the augmentation of crew resources from loans or exchanges between districts based upon system priorities. Work with Outage Dispatchers and other Work Planner/Schedulers in the development of Transmission Field Services long-range significant equipment schedule for the annual Northwest Power Planning Pool Outage Coordination meetings. Prepare briefings, reporting, and presentation materials on the objectives, methods, status, metrics and findings of the work plan and program performance metrics. Serve as a recognized expert on work planning and scheduling, providing authoritative advisory services to other Work Planner Schedulers and TF management. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as Experience in 1) performing business management work (e.g., budgeting, contracting, identification of manpower requirements) to conduct work planning and scheduling activities, and 2) developing solutions for work planning and scheduling issues and problems in order to deliver resource and work planning products efficiently. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work for the most part is sedentary with no special physical demands. It may involve some walking, standing, bending, or carrying of light items. Work Environment: The employee normally works in an office that involves everyday risks or discomforts which require the normal safety precautions. The area is adequately lighted, heated, and ventilated. Visits to production areas are infrequent and relatively free of hazards to the employee. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
