Position Summary :

Under very limited supervision, the Senior System Engineer (SCADA) is responsible for the design and implementation of I.T. Infrastructure composed of networks, servers, workstations, storage devices, and virtual infrastructure for the District’s industrial control systems including reporting solutions. Troubleshoot systems when necessary and initiate remediation activities. Rely on experience and judgment to plan and accomplish goals; perform a variety of complicated tasks. The Senior System Engineer may direct the activities of other support staff in the performance of core job functions or serve as a project manager for implementation of infrastructure related projects. The Senior Systems Engineer (SCADA) is also responsible for the security of the SCADA systems and network. May also back up colleagues in support of corporate network systems.

Minimum Requirements :

  • Bachelor’s degree in Computer Science, Information Technology, or a related field, plus a minimum seven (7) years of work experience directly related to the duties and responsibilities specified for this position; OR a Master’s degree in Computer Science, Information Technology or a related field, plus a minimum five (5) years of work experience directly related to the duties and responsibilities specified for this position; Associate degree candidates with relevant certifications and significant experience may be considered.

  • An industry-recognized certification is preferred.

  • Demonstrated experience with one or more areas such as Windows server environment, computer networking, or cybersecurity.

  • Experience with SCADA and Historian systems is preferred.

  • Experience with VMware equivalent virtualization for server and desktop environments is preferred.

  • Experience with cluster file systems and high-availability computing is preferred.

  • Knowledge of water production and distribution is preferred.

  • Knowledge of gas peak shaving plant operation and distribution system is preferred.

  • Proven project management experience using an appropriate project management methodology and tools is desired.

  • Experience designing systems and managing technology in an enterprise.

  • The ability to solve problems quickly and completely without assistance is critical.

  • Excellent written and verbal communication skills to assist internal and external customers, co-workers, and management professionally, regardless of provocation. This includes accurately documenting business challenges, designs, solutions, and/or project plans.

  • Must have demonstrated superior analytical, problem solving, and critical thinking skills and the capability of seeing the overall impact of proposed changes across the technical landscape.

  • Capable of leading by developing and serving; Works to deliver solutions with an eye on developing junior members of the team.

  • Demonstrated ability to build collaborative and effective business relationships to meet organizational objectives and goals within an environment of change.

  • Must have the ability to work independently, demonstrate self-motivation and effective time-management skills in a fast-paced environment with competing priorities, while meeting or exceeding deadlines.

  • Capable of handling multiple projects simultaneously.

  • Proficiency in computer software such as Microsoft Word, Excel, PowerPoint, and knowledge of enterprise software.

  • Ability to learn new or upgraded computer software as required.

  • Work may take place in all District locations and/or facilities. Which includes an office setting amid normal conditions of dust, odors, fumes, office lighting and noise.

  • Must be available for scheduled assignments outside of business hours.

  • Requirements of the job necessitate availability to respond to and support critical systems 24x7x365 within reason. Candidate is expected to work in or around the District’s service area.

    Specific Responsibilities :

    In order to effectively contribute to the objectives of the District, the Senior System Engineer (SCADA) is accountable and responsible to:

  • Design and implement systems that meet the security and resiliency expectations of the utility’s industrial control systems.

  • Manage SCADA related projects.

  • Act as back up to systems administrators as needed.

  • Available to support critical systems 24x7x365.

  • Support various Enterprise application infrastructures.

  • Perform technical audits of infrastructure systems and monitoring.

  • Develop and maintain strong relationships with plant management and staff. Anticipate needs, act proactively, and make recommendations as appropriate.

  • Build deep and broad functional understanding of how systems support utility operations.

  • Develop, build, and support operational reporting solutions.

  • Identify, support, and audit the network and systems security solutions and measures. Manage vulnerabilities. Coordinate plans and efforts the Information Security Director.

  • Create and maintain current and accurate documentation of existing and planned systems, reports, processes, policies and procedures.

  • Provide technical oversight and assignment, supervision, and review of work performed by team members. May lead or guide the work of other staff engaged in similar functions and/or temporary employees.

  • Maintain currency of knowledge with respect to relevant state-of-the-art technology.

  • Perform miscellaneous job-related duties as assigned.

  • Act within the spirit of District and Department values.

  • Understand and comply with all pertinent District Policies and Procedures as well as regulatory requirements.

  • Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions as stated.

    Contributing to the objectives of the District, a Senior System Engineer (SCADA) is responsible for effecting constructive relationships with:

  • Supervisors and staff in all constituent departments/divisions at the District.

  • Information Technology personnel.

  • Vendors of computer and network software and hardware.
