SummaryThis position is responsible for providing on-site contract administration oversight of contract crews performing construction/maintenance work on high voltage transmission lines, transmission and distribution substations, transmission related work for power plant construction, initial right-of-way clearing, substation site preparation, and environmental controls. Oversight and construction management is provided on contracts and projects that range from $10,000 to over 20 million dollars. Position is responsible for project oversight of contractors work activities to ensure that all work is done in accordance with Duke Energy safety rules, OSHA regulations and applicable permits, regulations and construction standards. This requires a wealth of knowledge of all safety rules, OSHA regulations and Duke Energy's design and construction specifications. This oversight helps ensure the safety of the workers and public as well as producing a reliable, quality product. This position will often be assigned multiple projects at the same time which requires a great deal of planning, coordination and flexibility.
Provide on-site management of construction projects and maintenance activities performed by contractors including technical and construction management support to contractors while minimizing impact on operations and reliability during implementation. Position ensures design adherence, quality work, schedule adherence, scope control, metrics responsibilities, contractor and job site safety, and environmental compliance. Commendable performance is achieved in these parameters on all assigned projects activities by providing on-site contract administration and construction management of transmission line and substation C&M projects across the Duke Energy Transmission system.
Assists in the development of job scope documents and work authorizations. Conducts pre-bid site visits, reviews contractor proposals, and makes recommendations on contractors to be awarded work to be done. Reviews contractor's work plans, manpower and equipment to meet required approved project/maintenance schedules. Assists Project Team and the Contractor to develop alternate work plans/schedules as required.
Assists Resource Management- Work Management and Project Managers with assigned projects in accordance with accepted work management principles including project planning, scheduling, estimating, project controls and reporting, field audits of contractor work and post project reviews. Position maintains documentation necessary to support these work management functions and to ensure all projects are completed on time and within approved budgets.
Provide coordination with the proper Dispatch Authority to request and hold T&D Clearances and Hot Line Tags in support of construction projects and maintenance activities.
Ensure contractor complies with all Transmission Department's safety/construction requirements and has qualified personnel and supervision to perform work. Position has the responsibility and authority to remove workers from a job site for any violation of safety rules, non-qualified workforce, or ethical violations.
Review and approve contractor time and all invoices submitted by contractors for work performed. Monitor project scope, budget and schedule and work with Project Manager and contractor(s) to mitigate any actual or potential variances identified. Approve or obtain approval for contractor to perform work not in original scope of contract, e.g., process change orders.
Responsible for the coordination of materials delivery to the job site and the inventory of materials received and returned if unused for salvage or for credit.
Job-specific knowledge, skills or abilities
Working knowledge of the transmission and distribution systems, stations & equipment, and associated safety policies, practices, and procedures
Understanding of project budgets and Contract Administration
Ability to work in a self-directed manner and lead others to achieve high-quality and high-quantity results
Strong interpersonal skills and the ability to build cooperative working relationships across the organization and departmental boundaries
Effective written and oral communication skills
Must have willingness to travel the geographic territories of Duke Energy as projects are system wide.
Must be willing to work in adverse conditions such as wet, swampy, isolated locations; cold and hot weather; and emergency conditions, i.e. storm restoration.
This position is routinely required to work extended work schedules in support of work activities scheduled at night, weekends and holidays.
High School Diploma
Minimum of 5 years experience required in a related field
Associate Degree or Two year technical degree
Prior knowledge or experience in a Transmission Construction and/or Maintenance organization
Familiarity with regulatory requirements applicable to the position (NERC, EPC, State utility regulators, etc.)
Working knowledge of Resource/Work Management principles
Working knowledge of workforce resourcing and contract administration
Qualified to perform Switching & Tagging of Duke Energy equipment and able to hold a Clearance or Hot Line tag
Experience reviewing Prejob briefs, perform safety observations, observe crew compliance with the Cardinal Electrical Safety Rules.
Prior leadership experience working with Company or Contractor craft employees
