GENERAL SUMMARY
This position reports directly to the General Counsel. This position manages Compliance Department staff, directly managing Environmental & Regulatory Programs, Legal Services and Regulatory Affairs, including the provision of guidance, training and professional development opportunities, and monitors activities in Employee Compliance. This position coordinates the activities of each of these organizations to ensure that work is continuously reviewed for compliance. This position provides legal services and counsel to Columbia Generating Station (CGS) and supporting Energy Northwest organizations, either directly or by managing the work performed by legal staff, under the direction of the General Counsel. This position is responsible for managing major legal activities such as litigation and major transactions. This position administers the activities of outside law firms retained for special purposes.
PRINCIPAL ACCOUNTABILITIES
• Provide leadership and management direction to Environmental & Regulatory Programs, Legal Services Regulatory Affairs and Employee Compliance, including planning and assigning projects or tasks, monitoring progress, and evaluating results. Manage and evaluate staff performance through performance appraisals/reviews, promotions, salary changes, professional development and through active monitoring and coaching.
• Provide legal advice and counsel to all levels of staff and all departments within CGS and supporting organizations concerning policy issues and operational matters. Participate in Energy Northwest committees as appropriate.
• Maintain knowledge of, and ensure Energy Northwest compliance with, federal and state statutes, regulations and court decisions.
• Draft, review, and negotiate diverse contracts, leases, waivers, releases, financing documents, and other documents on behalf of Energy Northwest.
• Serve as Energy Northwest’s primary point of contact with the Nuclear Regulatory Commission’s Office of the General Counsel and Office of Investigations. Maintain Employees Testifying in Legal Actions, Proceedings and Public Hearings (GBP-LEG-03) and NRC Investigations: Rights of Energy Northwest Employees (GBP-LEG-04).
• Protect Energy Northwest's interests by initiating or defending Energy Northwest in lawsuits, administrative hearings and/or directing the conduct of said litigation by in-house or retained counsel.
• Provide training to EN staff, as required, on current legal issues and in compliance with legal requirements.
• Review and act upon legal invoices and settlement claims less than or equal to $100,000; refer greater expenditures to the appropriate delegated authority under Delegation of Authority—Financial Matters Chief Executive Officer Re-Delegation for action.
• Serve in the role of General Counsel when General Counsel is unavailable.
• Must participate on the Emergency Response team (ERO) when designated.
• Must support the biennial refueling outage
REQUIRED EDUCATION AND EXPERIENCE
The minimum prerequisites necessary for the position include:
• A Juris Doctor degree from an accredited law school and a current license to practice law in the State of Washington or the ability to obtain license through WSBA Admission by Motion within 9 months.
• A minimum of 10 years of experience practicing law.
• Previous management/leadership experience.
• Previous experience managing complex nuclear regulatory litigation and/or compliance.
Pay Range:
Salary: $164,678 - $247,018
$205,848 midpoint
Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
Offers will be negotiated based on each candidate's qualifications.
Incentive Compensation
This role is eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
