Summary

This position is located in Transmission Product Management & Market Analysis (TSBM) organization of Commercial Policy and Implementation (TSB), Transmission Marketing and Sales (TS), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in this position will serve as aMarket Analyst supporting the requirements of the Product Lifecycle and providing advice and counsel to product managers, management and client organizations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized experience for this position is defined as experience applying knowledge of the utility industry to 1) conduct market and policy analysis for the development and implementation of productoffering and associated business processes such as rate structures, load forecasting, scheduling, dispatching, tariffs, and 2) providing advice and counsel to management and client organizationabout business-related products and strategy development.

There is no substitution of education for experience at the GS-13 level.

Electric Utility Fundamentals-Knowledge of generation, transmission, and/or distribution concepts in the wholesale or retail markets of providing electricity to consumers; Knowledge of the business practices, regulations, rate structures, and operating characteristics of the electrical utility industry; Ability to apply knowledge of the laws, regulations, standards, policies, concepts, principles, practices, rate structures, and contractual relationships applicable to electric utility customers.
