Summary This position is located in Operational Infrastructure and Virtualization (TTOV) organization of Operational Services (TTO), Transmission Technology Services (TT), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the IT Position will serve as a subject matter expert and provide technical knowledge on mission critical and business critical data systems necessary to support a 7x24 operation. Responsibilities As an IT Specialist, you will: Plan and conduct simulations to determine capacity requirements and recommend hardware/software replacements or upgrades to meet current and future requirements. Plan and coordinate the installation, configuration, maintenance, and upgrade of control center management software and related enterprise-level changes to the systems infrastructure. Develop Operational Service procedures for responding to new threats to systems confidentiality, integrity, and availability. Lead the implementation of major projects such as upgrading from hubs to switches, consolidating regional networks, and redesigning network infrastructure in response to changes in network technologies or network requirements. Assign and coordinate the work of a multi-disciplinary team in diagnosing sources of service interruptions and developing and implementing corrective actions. Integrate information systems security with other security disciplines, certifies systems or network accreditation, and ensures coordination and/or collaboration on security activities. Establish, implement, and interpret the requirements for control center compliance with higher-level policy directives and Executive Orders governing infrastructure protection. As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. Once onboard, you will then be required to provide proof of vaccination in DOE's MyEnergy system and certify the documentation you provide is true and correct under penalty of perjury. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate. To meet this requirement you must demonstrate "Advanced" level proficiency in each of the four competencies listed above as follows: Advanced - You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational/professional issues; You have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; You are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency into easy to understand terms; You participate in senior level discussions regarding these competencies; You assist in the development of reference and resource materials in these competencies. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as experience in 1) providing technical advice, guidance and recommend adoption of new or enhanced approaches to delivering IT services (e.g., installation, testing, operation, troubleshooting and maintenance), 2) developing solutions to interoperability design issues of manage systems to meet business requirements, 3) applying IT infrastructure protection and security protocols through planning, analysis, development, implementation and maintenance, and enhancement of systems security programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
