Bonneville Power Administration Business Analyst in Vancouver, Washington

Summary

This position is located in the Technology Planning (NSTP) organization of Technology and Strategic Planning (NST), Supply Chain Services (NS).

A successful candidate in this position will serve as a the senior analyst and technical expert responsible for planning and overseeing all administrative analytical and evaluative work related to the planning, design and implementation of new and improved automated information processes to meet the business requirements of NS.

Responsibilities

As a Business Analyst, you will: Oversee, assign, and evaluate information and data needs analysis and modeling and reporting tools development assignments to ensure business needs are met.

Serve as the senior analyst responsible for planning and overseeing all administrative analytical and evaluative work related to the planning, design and implementation of new and improved automated information solutions and processes to meet the business requirements of NS.

Develop data models for applications, metadata tables, views or related database structures.

Collaborate with Supply Chain management and business partners to identify and prioritize data management needs and reporting tools.

Lead the formulation of the strategy and operational requirements for the development of data solutions to support NS.

Provide data management, data modeling, and data utilization advice and recommendations for software upgrades, new functionality implementation, and to process improvement teams.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.

Specialized Experience for this position is defined as: Perform data management, analytical and evaluative work that applies to business process engineering concepts, and program management. Experience should include 1) identifying and resolving data system reliability or integrity issue; 2) applying data management principles and industry standards in designing, building, and maintaining data models and; 3) performing data analysis to investigate anomalies and develop resolutions to meet the business requirements of the Supply Chain Service.

There is no substitution of education for experience at the GS-12 level. Your resume should demonstrate that you possess the following knowledge, skills, abilities and competencies (KSACs). Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.

Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Technology Application - Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.

Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
