Portland General Electric Communications Technical Specialist or Engineer (Sr. or Principal) – MPLS Network in Tualatin, Oregon

Summary

Portland General Electric’s (PGE) Telecommunications Engineering group is seeking a Senior or Principal Telecommunications Specialist or Engineer. PGE is an integrated, investor-owned electric utility with generation, transmission, and distribution operations. The Telecommunications Engineering group resides within PGE’s Engineering Services department and provides mission-critical telecommunications services to operations and corporate lines of business. PGE’s telecom infrastructure enables protective relaying, SCADA, metering, mobile voice communications, and corporate network connectivity.

This is a senior to principal level position within PGE’s Engineering Services department that requires the ability to work with various lines of business within PGE to provide technical direction and solutions that support business needs. Job functions include telecommunications design and design review, consultation, planning, project management, and administration, regulatory compliance, and second level operational support. Skills and experience in the following telecommunications area are sought: MPLS network routing protocols and configuration code development along with Nokia MPLS platform experience.

Key Responsibilities

Senior Communications Technical Specialist/Engineer:

  • Standards - Applies extended knowledge of utility power and grounding, protective relaying, telemetry, data acquisition, line sharing, devices, and line protection equipment to support technical initiatives and NERC/WECC and NERC critical infrastructure projects; provides technical guidance and support to others.

  • Production - Prepares a variety of complex design deliverables for larger or multiple projects; coordinates multiple discipline activity. Develops and provides quality assurance reviews of design solutions that meet technical requirements, all applicable codes, regulatory requirements and follow sound design practice.

  • Project Coordination - Actively coordinates with other internal/external team members on moderately complex projects, including representing the team to interdepartmental and external (regulatory) stakeholders. Plans, develops, coordinates, and manages projects with complex design, construction, operation, maintenance, or testing elements in support of communication engineering; provides accurate capital budget and job estimates.

  • Knowledge Sharing - Develops training content on new telecommunications standards; trains designers and less experienced colleagues on new telecommunications standards; provides technical training to department and company through internal training program.

Principal Communications Technical Specialist/Engineer:

  • Standards - Provides guidance for compliance issues of utility power and grounding, protective relaying, telemetry, data acquisition, line sharing, devices, and line protection equipment to support technical initiatives and NERC/WECC and NERC critical infrastructure projects. Provides guidance based on knowledge of inside/outside plant cabling, transport technologies, remote control and monitoring, packet networks, digital point-to-point microwave, private land mobile radio, satellite communications and communications infrastructure; provides expert technical guidance on telecommunications standards to others.

  • Production - Prepares a variety of complex design deliverables for larger or multiple projects, including establishing work plans to be applied. Develops and provides quality assurance reviews of complex design solutions that meet technical requirements, all applicable codes, regulatory requirements and follow sound design practice.

  • Project Coordination - Actively coordinates with other internal/external team members on complex projects, representing the team to internal and external stakeholders (i.e., regulatory, technical society, etc.). Leads and manages projects with complex design, construction, operation, maintenance or testing elements in support of communication engineering needs.

  • Knowledge Sharing - Provides input and review of technical training for department and company training; provides technical training to department and company through internal training program.

Qualifications

Education/Experience/Certifications

Communications Technical Specialist:

  • Education: Bachelor’s degree in a computer science preferred (bachelor’s degree in project management, business or related technical field also accepted) or equivalent related technical experience.

  • Senior Experience: Five or more years of technical experience in communications systems.

  • Principal Experience: Eight or more years of technical experience in communications systems.

  • Valid Driver’s license required.

Communications Engineer:

  • Education: Requires a bachelor’s degree in an Engineering discipline. ABET accredited engineering program or program accredited by an equivalent agency preferred.

  • Senior Experience: Typically five or more years in engineering or four or more years in a related field with PE license.

  • Principal Experience: Typically eight or more years in engineering

  • Valid Driver’s license required.

Preferred:

  • Experience with MPLS protocol, configuration and design, Nokia MPLS equipment platform

  • Utility Telecom Experience

Compensation Range:

$92,550.00 - $183,000.00
