POSITION CONCEPT:

The Project Controls Analyst provides project cost control and scheduling support for projects managed by the Renewables group. Reviews and analyzes detailed schedules (engineering, construction, and material delivery) for accuracy, productivity and earned value measures. Aids in the development of project cost monitoring, forecasting, and reporting. Works with project controls professionals from our consulting engineering firms and working with project controls representatives from our EPC contractors and suppliers. In addition, communicates with project controls personnel on the Energy Delivery team to provide consolidated project cost, schedule & performance reporting.

PROJECT CONTROLS ANALYST II:

DUTIES AND RESPONSIBILITIES:

  • Manage, revise, and maintain status of the detailed project cost estimate/forecast to include all phases of project execution from engineering, equipment procurement and deliveries, construction contracts through startup activities.

  • Track progress and earned value for engineering and construction contracts to evaluate project performance and suggest corrective action when necessary.

  • Review contractor quantity reporting programs for accuracy.

  • Participates in review and tracking of change orders/requests. Track and analyze project costs including budgets, commitments, actuals, accruals, and forecasts. Analysis includes forecast to budget, estimate and actuals, and risk analysis.

  • Provide detailed analysis of financial information, recommend, and implement strategies to achieve project and department financial goals.

  • Coordinate project cost information from consulting engineers, manufacturers, and construction contractors to support overall project reporting needs.

EDUCATION:

Required : Valid High School Diploma or valid GED

Preferred : Bachelors Degree in a related field.

EXPERIENCE:

Required : 5 years work experience in the Duties & Responsibilities of the position or 2 years as a Project

Control Analyst I.

KNOWLEDGE/SKILLS/ABILITIES:

Required : Knowledge of project controls concepts and systems and proficient with Excel, as well as communication skills necessary to interface with external engineering and construction firms, suppliers, and organizations within Tampa Electric. High level knowledge of project controls concepts and systems and proficient with SAP, WorkMan, and other TEC systems. Demonstrated independence and expertise in performing Project Controls Analyst I or similar level role. Able to manage complex project schedules, budgets/forecasts, and cash flow.

Preferred : Experience with engineering and construction project control. with demonstrated independence and expertise managing complex project schedules and budgets/forecasts without direct oversight.

PROJECT CONTROLS ANALYST SR:

DUTIES AND RESPONSIBILITIES:

  • Duties listed above.

  • Support project in the corporate budgeting processes. Produce forecasts of total project costs, annual costs, and monthly cash flow costs and provides variance analysis and explanations, when needed.

  • Provide review of project controls, payment and scheduling activities performed by engineering and construction contractors, and manufacturers.

  • Coordinate with Plant Accounting to ensure accuracy in capital spend reporting. Assist in creating detailed project budgets from estimates and in the development of cash flow projections. Analyze and review project estimates developed by others to ensure the accuracy of the estimate and scope.

  • Interact with TEC procurement group in relation to cost codes, purchase order commitments, change orders and sales tax issues as required. Interact with Accounting Systems and Services, General Accounting, Accounts Payable, Regulatory Accounting, Audit, Corporate Taxes, Legal, and Risk Management to ensure all accounting and regulatory compliance guidelines are implemented.

  • May have leadership responsibility for other project controls or administrative staff including work direction and work review.

WORKING CONDITIONS:

Based out of TECO Plaza and will require occasional travel to construction sites.
