POSITION CONCEPT :
Works under limited supervision on more complex assignments in the specialized field of GIS involving analysis and interpretation of policy and procedures by providing analytical expertise and application development utilizing geographic information system (GIS) software.
Advancement to this level is based on the business needs of the department. Advancement is not automatic, i.e., based solely on time on the job, but will be based on the employee’s performance, qualifications, and the technical needs of the department.
DUTIES AND RESPONSIBILITIES :
Perform the duties of the Gas GIS Technician I & II (20%)
Provide consultation, formal and informal training, documentation, and job aids in support of end-users’ utilization of GIS systems to effectively plan, design, operate, maintain, and construct the natural gas transmission and distribution pipeline network. (10%)
Perform moderately complex spatial analyses; analyze information generated by the GIS in the form of maps, displays, reports, and queries. (10%)
Act as a lead on projects as needed. Tasks may include: define scope, estimate work effort, create implementation procedures, monitor budget, prepare justifications, provide status reports, develop documentation, and evaluate resource utilization. (10%)
Apply basic drafting skills and principles to create, revise, maintain, and archive drawing/documents/etc., maps and GIS data; perform the population, editing and correction of GIS database as needed. Provides aerial and raster support through acquisition, collection, and deployment of data and tools through various GIS mediums statewide. (20%) -
Mentors less experienced Gas GIS Technicians I and II. (10%)
Establishes and monitors quality assurance (QA) and quality control (QC) to ensure accuracy in: 1) As-built to map workflows; 2) GIS database changes and modifications and related activities; 3) Gas transmission and distribution network connectivity models using traces and visual checks. (10%)
Ensures that mapping work practices and processes are in alignment and compliance with official company manuals, procedures, and policies; monitors all related activities for compliance. (10%)
EDUCATION, (LICENSES AND CERTIFICATIONS) :
Include (Degree must be in accordance with TECO’s education policy)
Required : Valid High School Diploma or valid GED
Preferred : An Associate’s or Bachelor’s Degree in related field is desirable, with the appropriate degrees including disciplines such as Geography, GIS, and Drafting.
Required: Valid Florida State Driver License and safe driving record.
Preferred: GIS Certification
Required : Minimum of 2 years as PGS Gas GIS Technician II; or minimum of 8 years of related experience; Related experience consists of work in progressively more complex technical assignments and as described in the Primary Duties & Responsibilities and the Knowledge, Skills and Ability sections of this position.
Appropriate college degrees may be considered in lieu of some work experience. Appropriate degrees include disciplines such as Geography, GIS, and Drafting.
Preferred : PGS GIS Technician experience
Demonstrated and sustained above expected performance as a Gas GIS Technician II or equivalent position with the ability and potential for assuming greater responsibility. Must have demonstrated skills in geospatial analysis techniques.
Proficiency with PGS’ geographical information system (GIS). Knowledge of natural gas mapping, construction practices, basic geodatabase concepts, project management principles and work order concepts is also preferred.
WORK CONDITIONS :
Work hours consist of a minimum of 8-hours per day Monday through Friday. Some overtime is required to meet internal/external customer deadlines and storm response. Working conditions are both indoors and outdoors in varying weather conditions. The level of stress is moderate to heavy depending upon the level of interaction with internal/external customers and governmental agencies.

The successful applicant will be required to take and pass a Baseline Medical Examination as part of the pre-employment screening once an offer has been accepted. A pre-employment drug screening, as well as a background check (including education, employment, criminal and motor vehicle) will also be conducted as part of the pre-employment screening.
