POSITION CONCEPT

This position provides leadership and technical engineering expertise in the areas of compliance with all Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC) and North American Energy Standards Board (NAESB) tariff, directing all activities for monitoring compliance, working with groups throughout the Company to track and enhance their compliance, helping them to evaluate the impacts of new and proposed rules and standards. Responsible for developing and maintaining all corporate documentation including processes, procedures and agreements associated with compliance with all NERC and FERC reliability standards and FRCC guidelines. Supports the Tampa Electric culture of compliance. Responsible for NERC, FERC and FRCC submissions, self-certifications and audits related to Tampa Electric.

This position can be hired at different levels ranging from Engineer II to Engineering Fellow.

- Engineer II: Minimum of 4 years of experience

- Sr Engineer: Minimum of 8 years of experience

- Sr Consulting Engineer: Minimum of 12 years of experience

- Engineering Fellow: Minimum of 16 years of experience

Engineer classification is multi-level, based on the qualification guidelines as outlined in the Company’s Engineer Career Path, Administrative Policy 2.13. A minimum classification of an Engineer II is required in this position.

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Monitor NERC, FRCC, FERC, FPSC, NAESB proposed Standard Audit Requirements (SARs) or regulatory orders and assist impacted departments to evaluate the financial and operational impacts to TEC. Compile comments to file addressing any TEC concerns with proposed NERC standards or FERC Orders. Lead the development of Compliance plans for new requirements prior to the implementation dates Ensure that all new NERC and FERC standards’ requirements and procedures are implemented prior to enforcement dates. (20%)

  2. Schedule and conduct Reliability Standard Audit Worksheets (RSAWs) meetings with Subject Matter Experts and maintain SharePoint site to control compliance evidence for all enforceable standards. Help SMEs understand technical and operational requirements, determine acceptable compliance evidence and design appropriate internal controls. Work with impacted departments to facilitate compliance with new standards. Support other departments with compliance knowledge in evidence and procedures to support the NERC Standards requirements. (40%)

  3. Assist in determining Team Member training needs on new standards and business practices and assist in the development and delivery of training courses. Monitor operations and postings to spot-check compliance. (10%)

  4. Conduct investigations of operational incidents which may lead to reportable events. Complete a formal root cause analysis working with appropriate operational and technical departments. Develop recommendations and corrective actions to prevent future occurrences. Facilitate the implementation of those corrective action plans. Gather evidence as needed for self-reports and mitigation plans. (10%)

  5. Implement workflows in Auditboard and track Emera Compliance framework requirements to assure Tampa Electric implements all requirements. (10%)

  6. Serve as company representative on SERC and FRCC working groups and NERC standard development committees to further TEC positions on standards and procedures relative to the power grid. Coordinate with the Regulatory Department on FERC filings and issues. Perform other duties as assigned. (10%)

Indirect: May provide supervision with special projects.

RELATIONSHIPS

Key Internal: Frequent contact required with various internal Directors, Managers, Energy System Operators and Engineers. Specific departments include, but not limited to, Substation Operations, Transmission Operations, System Planning, Tariff, Compliance and FRCC Relations, Environmental, Distribution Control Center and System Restoration, Gas and Power Marketing, Resource Planning, Asset Management and Regulatory Affairs.

Key External: Frequent contact required with other Balancing Authorities and Transmission Operators in the State of Florida through FRCC and NERC and with Directors and Managers of Operations, Planning, and Marketing with other utilities in Florida through responsibilities with FRCC, SERC and NERC.

QUALIFICATIONS

Education

Required: Bachelor’s degree in Engineering.

Licenses/Certifications

Preferred: NERC RC Certification.

Related Experience

Required: Minimum of 4 years of experience – either 4 years of related Engineering work experience consisting of Transmission Planning, Transmission Engineering, or Substation Engineering, or 4 years of NERC Compliance experience consisting of work directly related to compliance with NERC Reliability Standards in utility power engineering and operations.

Knowledge/Skills/Abilities (KSA)

Required: Demonstrates the ability to work independently with only general guidance to complete complex duties requiring independent judgment, analysis and interpretation of policy. Demonstrates strong project leadership skills. Must have extensive knowledge of NERC Reliability Standards and associated rules. Proficiency in Microsoft Excel and Word. Verbal communication, with comfort in presenting information to groups, and written communication skills.

Preferred: Technical writing ability preferred.
