Position Description

Tacoma Power is seeking a talented individual to join its Budget and Financial Planning team. The Principal Financial Planning Analyst is responsible for the ongoing operation, maintenance and enhancement of Tacoma Power’s Financial Forecasting Model, the development and maintenance of Tacoma Power's Long-Range Financial Plan, and the regular preparation and delivery of reports and presentations to Senior Management. In this role you will assist in managing Tacoma Power’s debt service portfolio, evaluating Tacoma Power’s financial and budget position, and staying current on economic trends and business news to help identify financial risks and opportunities for the utility.

Responsibilities Include:

  • Subject matter expert in calculating, forecasting, and recommending Tacoma Power’s revenue requirement and optimal system average retail rates.

  • Develop and run statistical forecasting and scenario analysis to determine the short and long-term financial impacts on financial ratios and system average rates of emerging power market changes, energy trading strategies, and emerging business opportunities.

  • Acquire, evaluate, refine, and process data inputs from other Tacoma Power sections, including retail load and wholesale market forecasts.

  • Develop and enhance additional tools and capabilities within the current financial model, collaborate with internal stakeholders on regular input updates, and ensure model accuracy.

  • Contribute ideas, forecasts, scenarios, and provide supporting analytical evidence for financial decisions affecting the management of Tacoma Power’s debt service portfolio.

  • Assist with Tacoma Power’s $500 million debt portfolio, including the recommendation and facilitation of optimum bond issuances and short-term financing facilities, to maximize financial flexibility and minimize interest expense.

  • Assist in the preparation of the Official Statement and other documentation required to facilitate Bond and other financing transactions.

  • Identify, evaluate, and outline financial risk mitigation strategies and opportunities that affect the power industry and utilities, and the financial performance of Tacoma Power.

  • Produce visuals and prepare reports to communicate the financial analysis and outcomes regarding the impact of budget and financing decisions, the effect of changing retail forecasts and wholesale power markets, and other business considerations.

  • Create presentations such as a Long-Range Financial Plan and Quarterly Financial Outlook to share with peers, policy makers, senior managers, and outside stakeholders.

Qualifications

  • Bachelor's degree in engineering, computer science, economics, statistics, mathematics or directly related field such as finance

  • 4 years of experience in statistical analysis, data modeling or data analytics including 1 year prior lead or supervisory experience.

    *Equivalency: 1 year of experience = 1 year of education
