Position Description

The Tacoma Fire Department is currently seeking a motivated, analytical, and professional person who is interested in challenging and varied work supporting the Finance & Planning Division of the Administration Bureau. This position will play an essential role in leading or providing support for Ground Emergency Management Transportation (GEMT), Procurement, Grants Management, Asset Inventory & Management, and Performance Management. *Please see below knowledge and skills section under * for more detailed description of the listed areas. *

An incumbent in this position will be expected to act as a subject matter expert, be an independent problem solver, analyze complex data, and prepare and present findings and documents to manager- and director-level positions.

Qualifications

The ideal candidate will have a Bachelor's Degree in accounting, finance, or related subject and at least two years of increasingly responsible work in fiscal functions with an emphasis on grants management and procurement.

Preferred experience includes:

  • Experience in a public sector entity environment, especially a public safety department.
  • Experience dealing with complex analysis in Excel, interpreting large datasets and preparing conclusions.
  • Experience writing professional communications to higher-level staff and for governing bodies.

*ADDITIONAL INFORMATION

Ground Emergency Management Transportation (GEMT)**

  • Prepare and reconcile all GEMT program documents and work with appropriate state agency for rate approvals
  • Proactively maintain knowledge of changes in GEMT (at the state and federal level) to keep TFD's program in compliance
  • Develop and update reporting about GEMT performance to be provided to management

Procurement

  • Prepare and/or review RFPs, waivers, bids, and contracts, primarily in Ariba
  • Provide recommendations of proper procurement actions to staff
  • Monitor contract and vendor performance and adjust as necessary

Grants Management

  • Prepare local and federal grant applications, complying with strict deadlines and requirements
  • Maintain all grant documents to ensure compliance and act as primary contact in the event of an audit
  • Manage the performance of grant-related timelines and ensure that all work funded by a grant is in compliance

Asset Inventory & Management

  • Maintain the departments' database of assets, including regular audits of inventory
  • Develop and maintain replacement schedules of assets to be used for budgetary and planning purposes

Performance Management

  • Compile data related to, and provide updates for, goal performance
  • Develop, update and publish the department's Annual Report and other strategic documents
  • Assist in development of performance reporting tools (financial, response, project-specific)
