Job Summary

Location: Stockton, California

This is a leadership position with responsibility for all aspects of the maintenance process including direct leadership and supervision of mechanical and electrical trades.

As a leader, this position will be an integral part of the site management team. A high degree of communication and collaboration with others is required. Management of the Identification, Planning, Scheduling, Execution and Closure (IPSEC) process to ensure the safe, reliable, and efficient operation of the plant.

Reporting to the Maintenance Manager, the employee functions as part of the site leadership team utilizing their technical expertise, discretion, and judgment within established policies, procedures and practices.

Results are reviewed through the achievement of set goals and adherence to these policies, procedures and practices.

Key Accountabilities

  • Maintains a strong safety culture. Complies with all site safety and environmental requirements and procedures. Identifies safety hazards and takes corrective actions as necessary. Assists with the development of, and ensures that all site safety requirements and procedures are properly implemented, consistently observed and corrective actions are initiated when applicable.

  • Assigns and supervises daily, routine and plant/unit outage work activities of plant staff and contracted resources, including scheduled preventive maintenance, corrective and routine work.

  • Evaluate required work and manage costs to perform, including evaluating in-house knowledge, skills and abilities versus contractor services. Work to minimize contractor labor.

  • Daily, verifies new work order descriptions, priorities and root cause analysis to properly plan, resource load and schedule the work.

  • Manage the procurement/purchasing of spare parts and materials for stock and non stock

  • Evaluate vendor quotes and services to determine most desirable supplier

  • Manage warehouse to ensure adequate spares and consumable parts inventory

  • Represents the plant in dealings with equipment vendors, parts suppliers and contractors delivering material to the plant.

  • Establishes and adds to/modifies as required all predictive/preventive maintenance requirements programmed into the maintenance management system (Maximo).

  • Performs PM spot checks to verify the quality of the process.

  • Oversees mechanical and electrical inspections, trouble-shooting and repairs on a variety of power plant equipment and systems.

  • Oversees and provides guidance on all facility maintenance, including main plant and auxiliary components.

  • Assist with managing uniform application and technical correctness of a comprehensive maintenance program, including forecasting manpower workload and equipment for short- term and long-term needs.

  • Assists in developing standard procedures for operations and maintenance.

  • Assists with the preparation, justification and control of annual maintenance budgets.

  • Ensure employee development, qualification and goals program are developed, executed and adhered to.

  • Available for scheduled and unscheduled work, performs tasks that require physical exertion and is expected to respond to off-hour call-ins. Work night shift as required during forced and planned outages.

  • Works closely with the plant management team to identify major maintenance and capital improvement.

  • Responsible for all planning and scheduling functions including but not limited to 3rd party equipment inspection schedules, weekly maintenance schedules, and work order schedule changes as the daily production requirements dictate.

  • Supervise the maintenance staff to ensure support for planned and unplanned outages.

  • Develops tools for tracking, measurement and reporting of maintenance activities

  • Conducts plant audits to assess compliance with regulations and DTEE’s expectations

  • Optimizes work schedules for resource utilization and prioritization in alignment with the O&M Manager. Leads and directs the work of others, including overall performance management and time approval.

  • Performs all other related duties as assigned.

Minimum Education & Experience Requirements

A high school diploma or equivalent, relevant solid fuel fired power plant-related experience, including a minimum seven (7) years of progressive experience in field.

Other Qualifications

Additional consideration provided for biomass power-plant related experience. Must possess experience in the following:

  • Experience with computerized maintenance management systems (CMMS).

  • Knowledge of power plant equipment, scheduling techniques, managing variances, and work planning.

  • Proven planning and scheduling experience working with warehouse, O&M, and other technical personnel involved with preventative/predictive maintenance and routine maintenance.

  • Experience leading a team, as well as the proven ability to work effectively within a team environment.

  • Demonstrated problem solving and decision-making skills.

  • Strong organizational skills with the ability to meet deadlines and manage multiple tasks.

  • Demonstrated planning capabilities and the skills to analyze and interpret data to make sound recommendations to Management.

  • Strong customer focus (internal and external).

  • Strong computer skills with CMMS, word processing, spreadsheets, presentation and other business and technical software used to increase personal productivity.

  • Possess excellent written and verbal communication skills.

  • Ability to develop and maintain productive relationships with both a functional and business leader, who collaborates on employee issues and decisions (including performance management, compensation, and development).

  • Ability to work shifts and extra/irregular hours and to work under unusual and special conditions that can arise in a solid fuel or natural gas generation station.

  • Ability to pass respirator fit tests to use respiratory protective equipment or self-contained breathing apparatus at all times.

PHYSICAL DEMANDS

Must be able to enter and work in confined space areas, including boilers, condensers, tanks, etc. to evaluate equipment condition or inspect work efforts by assigned resources.

The employee in this classification will be required to frequently lift objects of up to 25 pounds in weight. Occasionally the employee will have to lift or move objects of up to 40 pounds in weight. In addition, the employee will occasionally push or pull up to 70 pounds in weight.

Vision requirements for this position include close vision, color vision, depth perception and the ability to adjust focus.

WORKING CONDITIONS

While performing the duties of this job, the employee works both in a business office setting and out in plant. In the course of working at the plant site, the employee is occasionally exposed to outside weather conditions, including wet and/or humid conditions, extreme heat, and may work near moving mechanical parts and/or machinery. The employee is occasionally exposed fumes or airborne particles and vibration. The noise level in the work environment is usually quiet to moderate in the office but may become loud at the plant site.
