About The Position
The Manager, Project Procurement oversees and leads a team of professional employees to ensure that goods and services are procured in accordance with the project portfolio requirements. The Manager is accountable for maintaining a proactive planning approach, monitoring and reporting of procurement plans for the projects from development of the initial material supply requirements and execution of activities to support Ameren's project portfolio. The Manager leads efforts to monitor and confirm that all supply chain activities are executed in accordance with the Project Execution Plans and address escalated issues and ensures resolutions are communicated to Business Segments.
Key responsibilities include:
Coach, develop, and evaluate a team of professional employees responsible for the development of project procurement plans, requisitioning, expediting, and reporting for capital projects
Oversees resource management analysis, recruitment and development strategy, established by the Director, Sourcing and HR, to identify, recruit, train and develop talent for the Project Procurement function to ensure resource plans support the project portfolio
Drive and participate in process improvements for projects and in particular for supply chain initiatives.
Responsible for the project portfolio reporting function to ensure project procurement analysis and reporting metrics for the procurement of goods and services for the projects are monitored appropriately, including demand planning and portfolio analysis
Represent supply chain in project meetings when necessary to resolve project materials issues and the development of corrective actions/recovery plans related to supply chain activities
Serves as central point of contact with project management leadership meetings and Lessons Learned workshops as required
Develop and train all staff are trained and monitor the enforcement of standards, policies and procedures established by Transmission, Ameren Corporation and regulatory entities
Provide subject matter expertise to projects to enhance partnership and service levels while driving coordinated key performance metrics within supply chain
Assess and advise Project managers in the development of procurement matrices/plans and managing subsequent requisitions
Manage the process for generating and tracking of material requisitions for projects, and identification of material shortages and delays, material delivery for projects
Assess and escalate quality, cost and schedule impacts and mitigation plans to projects when identified by Supply Chain activities to manage project risks
Ensure the timely development and update of the project Supply Plan in order to track the status of material purchases for the project.
Manage the activities of a cross functional team of supply chain resources to deliver project related materials and services requirements
Manage the development of a Master Project Material List (BOM) that is inclusive of all material and is utilized to manage material throughout the entire project lifecycle
Bachelor's degree required; preferably in Engineering, Accounting, Finance, Supply Chain, Digital or other related field from an accredited university. MBA or other related graduate degree or PMP certification preferred. Seven or more years of directly relevant work experience (e.g., supply chain, scheduling, forecasting or budgeting) is required. Three years of supervisory experience or team/high-level project leadership is required.
In addition to the above qualifications, the successful candidate will demonstrate:
Experience with financial applications such as UIP, Primavera, PowerPlant and API preferred. Experience with EMPRV, TRIS, PeopleSoft, Success Enterprise (SE), Active Risk Manager (ARM) and other PC tools preferred. Knowledge of transmission system, and corresponding maintenance, operations and construction practices preferred. Proficient with MS Office Suite preferred.
