Ameren Director, Federal Utility Compliance Oversight in St. Louis, Missouri

The Director, Federal Utility Compliance Oversight is responsible for overseeing activities to ensure compliance with requirements promulgated by Federal Regulatory bodies such as FERC, NERC, TSA, and PHMSA among others (the "Federal Utility Requirements"). The Director will lead the coordination of audit activities with regional and NERC audit staff including the filing of the pre and post audit reports. The Director will also oversee coordination of the implementation of any new Federal Utility Requirements for Ameren, with heavy focus on NERC and regional standards.

Key responsibilities include:

  • Engage senior level executives both inside and outside of Ameren on their responsibilities for compliance with Federal Utility Requirements.

  • Lead and direct compliance engineers/specialists with responsibility to help ensure compliance with Federal Utility requirements, with heavy focus on NERC Standards.

  • Lead the development of strategies and documented processes for a company-wide coordination to remain compliant with the Federal Utility Requirements and NERC Standards on an on-going basis.

  • Demonstrate strong team leadership skills and collaborate with subject matter experts to successfully complete multiple compliance activities concurrently and within department timelines. Lead internal support for company- wide subject matter experts to review their processes for compliance, discuss concerns and offer improvement suggestions.

  • Lead the administration of Internal Assessment and Self-Certification processes for timely completion of the annual reporting requirements for the Federal Utility Requirements, particularly NERC compliance assurance activities.

  • Provide technical expertise to management and direct reports on compliance issues related to Federal Utility Requirements in effect as well as the proposed new standards.

  • Act as the technical lead and single point of compliance contact for Ameren with applicable Federal Utility Compliance entities (primarily SERC and NERC) with respect to audits and resolution of possible violation matters. Apply critical judgment, strong analytics, and sound independent decision-making in determining possible violations and determining solutions to mitigate violations.

  • Assign, direct and supervise the work plan and execution of applicable Compliance Maturity activities including mock auditor, gap analysis and focused tiger teams. Review scope statements, audit programs, data request and reports.

  • Represent Ameren in NERC, SERC, industry forums, and peer groups on Federal Utility Requirements from a compliance perspective


  • Bachelor’s Degree from an accredited University required.

  • Master’s degree preferred.

  • 10+ years of relevant professional experience, with at least 5 years of experience in NERC compliance at an electric utility is required.

  • 5+ years of professional working experience directing and advising Executive Management of Investor Owned Utilities on compliance with Federal Utility Requirements compliance is required, including specific experience with FERC, NERC, TSA and/or PHMSA Compliance.

  • 5+ years of experience participating in FERC, NERC, TSA and PHMSA related industry groups is strongly preferred. Holding a leadership position in one or more of those groups is preferred.

In addition to the above qualifications, the successful candidate will demonstrate:

  • Creative self-starter with strong interpersonal skills – able to work effectively as a team and with various stakeholders at all levels of the organization with specific experience interacting with CEO/President level individuals.

  • Excellent communication skills (verbal/written/presentation).

  • Proficiency with Word, Excel, PowerPoint, Adobe, and SharePoint.

  • Proven ability to be comfortable presenting issues and resolution in group settings.

  • Knowledge of the development of NERC Reliability Standards and FERC NOPR process.

This role will have a hybrid work arrangement requiring the candidate to be located in the Greater St Louis, MO area.
