Great River Energy (GRE) is seeking a safety administrator to develop, direct and administer safety programs, occupational health, environmental activities and industrial hygiene programs for Spiritwood Station, a combined heat and powerplant, ensuring a safe work environment. The position also administers environmental related activities and actively supports GRE's corporate safety value and initiatives through safety committee participation. Key Responsibilities: + Direct and coordinate the safety and health program for plant personnel, fire and security response plans, and regulatory compliance with Federal, State, and local requirements. Develop and deliver appropriate training to assure a safe work environment. + Research and evaluate employee safety and health concerns, industry safety/health issues, and technologies, and make recommendations for effective solutions. + Inspect work areas, identify unsafe conditions and/or practices, and recommend corrective action in order to prevent injuries to personnel and damage to property. + Investigate incidents and accidents, analyze, implement, or advise corrective measures, and coordinate record keeping and statistical analysis programs to provide required documentation and prevent future occurrences. + Provide input and manage safety budget within established guidelines. Provide status updates as required. + Direct the implementation of safety and health education and awareness programs and monitor the programs to determine effectiveness. + Conducts or provides monthly safety and health meeting materials to leadership to assure consistent safe work practices are followed. + Evaluate chemical and physical hazards by quantitative measurement of the chemical, physical, ergonomic, or biological stresses and develop corrective measures to control health hazards by reducing or eliminating the exposure. + Coordinate occupational health screenings, perform respirator fit testing, and develop and maintain personal protection equipment program to prevent injuries to personnel. + Maintain all safety and health records and documentation as required by federal and state regulatory agencies. + Maintain hazard communication and MSDS program and evaluates all hazardous materials to develop guidelines for safe use. + Ensure compliance with environmental policies, procedures, laws, and regulations. Report all noncompliance issues to leadership and assist with appropriate aspects of environmental management system. + Collaborate with key stakeholders to develop Spiritwood safety policies and procedures and ensure compliance. + Participate in enterprise and department safety committees, support goals and projects. + Coordinate and perform safety related training as needed to assure a safe, professional, and proficient work force. + Manage emergency teams and ensure that adequate training and skills are obtained and maintained by team members. + Facilitate emergency action plan to interface with local law enforcement officials and DHS personnel to ensure effective security response efforts are in place, security infrastructure is effective and meets expectations. Periodically audits security efforts. + Develop, manage and oversee the Lock out/Tag out program. + Designs, develops, and implements computer-based training that align with safety/health needs. Develops and reviews Monthly Safety Packet. + Coordinate , track and maintains accurate records of completed safety training in the company’s learning management system (LMS). + Ensure all contractor and contractor employees are qualified to safely perform work on GRE properties, maintain contractor documents and perform safety inspections at contractor work sites. 30% Environmental Services support + Support environmental services group with data collection and tracking, environmental project coordination and site monitoring. + Assists with collecting and providing plant and site information to environmental staff. + Prepares and provides data to be used in environmental reporting. + Manage Chemical Facility Antiterrorism (CFATs) compliance program, and monitor and report all chemicals per state and federal regulations including Tier II + Responsible for maintaining the Risk Management Plan (RMP) and the Process Safety Management (PSM) plan. + Perform safety risk and compliance evaluations of chemical storage, usage, transportation, handling activities and disposal to make appropriate recommendations. + Responsible for Hazardous Communication programs and compliance. + Support emergency response activities, development of drills and coordination with annual training. Job Criteria: Education & Experience: Knowledge typically acquired through a bachelor’s degree in occupational safety or related field is required. Five years of professional safety/health experience including OSHA regulations, accident prevention, investigation and analysis, safety training and industrial hygiene monitoring techniques. Must be Knowledgeable with Homeland Security and North American Electrical Reliability Council (NERC) security requirements and Energy Coalition for Contractor Safety (ECCS) contractor requirements preferred. Certified Safety Professional or Certified Utility Safety Professional preferred. Must be able to reside within 50 miles of Spiritwood Station. Knowledge, Skills, & Abilities + Knowledge of all appropriate electric utility safety/health regulations including: National Electric Safety Code, National Fire Code, ND Workforce Safety and Insurance, American National Safety Institute (ANSI) Codes, Mine Safety and Health Act (MSHA), and Occupational Safety and Health Standards (OSHA). + Knowledge and understanding of the practical operational aspects of industrial facilities and broad knowledge of hazard control, injury prevention, and property damage control. + Ability to develop and instruct safety/health training programs, maintain records, and maintain compliance within an organization. + Ability to research and make available the latest technologies and products to assist employees in the development of a safe working environment. + Knowledge and experience managing multiple projects and completing them on schedule with minimum supervision. + Perform special assignments such as interacting with community officials when an emergency has occurred that is of concern in the community or within GRE. + Communicate extensively with members of the community, and regulatory agencies. + Ability to conduct research, interpret safety policies, procedures, and regulations, and effectively communicate verbally or in writing. + Knowledge, skills, and ability to use personal computers and software such as Windows Suite. + Ability to effectively promote safety and health programs. + Ability to maintain a valid driver’s license. + Ability and responsibility to work safely alone and with others while following GRE safety rules, certifications, and procedures. + Ability and responsibility to ensure security procedures are followed including immediate notification of potential incidents.
