Department Overview

The Electric Operations (EO) Technology Portfolio Management organization (TPM) is an innovative technology strategy/planning, enablement, and governance department within PG&E’s Electric Asset Knowledge Management organization. Its mission is to drive the effective and strategic evolution of technology in a rapidly transforming energy industry. TPM unlocks value for PG&E and its customers by:

The team is highly collaborative and emphasizes cross-functional matrix partnerships across several organizations including Transmission, Distribution, Asset Management, Transportation Services, Customer Care, and IT. As the utility landscape continues to evolve, targeted and effective technology deployment will help PG&E to continue delivering safe, reliable, affordable, and clean energy – while advancing California’s clean energy goals and meeting customer needs.

Position Summary

The Program Manager, Expert role reports to the Manager of Application Technology Program Management department and is responsible for multiple aspects of the Electric Technology portfolios managing the portfolio of projects focusing on Safety, Compliance, and Risk. The role is heavily involved in business technology deployment, project governance, process improvement, prioritization, leadership communication, and budget management. The role works in partnership with IT and the business to drive an integrated, cross-functional portfolio of technology deployments. The successful candidate will need to understand the vision and key guidelines of the portfolio while assisting project leads to help drive project success. The candidate will be able to manage multiple priorities, solve moderate to complex problems, and bring a new perspective on existing solutions. The candidate will be able to work effectively with people of diverse backgrounds and make recommendations to leadership. The candidate will wear different hats to advance the strategic, operational, and regulatory objectives of the Program Management Office in the best interest of customers and the broader business.

Job Responsibilities

  • Responsible for program governance, and PMO partnership with a subset of the technology portfolio for Electric Operations (e.g. Asset Management, Distribution, Transmission, California Wildfire Safety Program (CWSP), etc).

  • Use the Risk and Prioritization frameworks to drive technology work, in line with EO priorities in an emerging business environment focusing on Safety, Compliance and Risk.

  • Understand key business processes enabling business value to PG&E in its operational and compliance needs

  • Lead reporting of project status and performance against budget. Creates and improves on regular status reporting for executive leadership through multiple means (email, PowerPoint, etc).

  • Lead the business case intake and governance processes for their assigned partner organizations, ensuring all due diligence and analysis including benefits identification and realization is performed thoroughly and confirmed with approvals by senior leaders.

  • Identify, evaluate, and recommend material changes to scope, schedule or budget to deliver business outcomes. Develop a strong understanding of project issues, risks, and impacts on inter-related projects and evaluate potential changes and balances trade-offs. As business needs evolve, supports line-of-business project leads to adjust and re-align project scope, schedule, and budget.

  • Maintain metrics to track project progress as well as measures the outcome of completed projects in terms of lessons learned and opportunities for improvement.

  • Identify opportunities to improve and streamline department processes and procedures and leads teams to implement changes.

  • Track and report on budget, assist teams with proper forecasting to ensure proper portfolio level financial accounting.

  • Monitor and ensure closure/completion of projects and/or other program maintenance.

  • Support other departmental efforts (e.g. Roadmap development, long-term planning, Tech portfolio prioritization)



  • BA/BS in business, IT, engineering or similar

  • Minimum of six (6) years of relevant experience

  • Hands on experience in program and project management preferably in a technology driven environment.

  • Strong demonstrated capability in constructing business cases, reporting, and other communications for executive leadership.

  • Superior oral and written communication, interpersonal and collaboration skills.

  • Strong skills in Microsoft Word, Excel, PowerPoint


  • Masters degree in Business, Engineering, or similar

  • Project Management Certification (PMP or Stanford or equivalent)

  • Good understanding of the Safety, Compliance, and Risk aspects of the Electric Operations business

  • Experience with information technology implementation and or systems development and implementation lifecycles from both a technical (IT) and functional (business) perspective

  • Process improvement experience using Lean Six Sigma framework

  • Ability to drive decision making in an ambiguous environment

  • Experience working in an Agile or Iterative project environment

  • Demonstrated strong work ethic and exceptional levels of accountability and self-drive

  • Ability to develop deep relationships, and work effectively with key cross-functional stakeholders and senior leadership team

  • Ability to handle multiple projects with competing priorities

  • Very high attention to detail

  • Highly skilled in leading/coaching/influencing others in a matrixed environment

  • Experience supporting meetings and Executive presentations
