The Regulatory Affairs organization supports the operating lines of business by providing regulatory expertise, managing the development, approval and implementation of regulatory filings, rates and tariffs, and advocating the business needs to our stakeholders and regulators. Regulatory Proceedings leads the business in achieving company goals by working with regulators and other stakeholders. Today’s business needs innovative regulatory ideas and strong collaboration with stakeholders.
The Case Manager will be responsible for managing regulatory proceedings for assigned cases, ensuring compliance with regulatory directives and stakeholder engagement. This position may also be involved with the development of case materials, acting as an expert witness, process improvements and other special projects or initiatives.
Assigned moderate to high complexity cases
Independently manage the regulatory process, collaborating and utilizing director and other leaders as necessary.
Develop relationships to collaborate externally with stakeholders to further the company’s objectives. Facilitate external stakeholder engagement with key external stakeholders including peers at other utilities. Present at regulatory meetings.
Serve as expert witness, including preparation of testimony, discovery, and work papers.
Review and assist subject matter experts with development of testimony, work papers and discovery responses, settlement documents and communications materials; anticipate and understand the impact and proactively address issues.
Evaluate and develop recommendations on cost recovery, ratemaking, customer programs and tariffs; continually look for and recommends process improvements.
Ensure all compliance items are identified, tracked, monitored and implemented.
Review and summarize proposed decisions and other regulatory filings; considering the impact of a case developments on the company overall, provide insight into implications and make recommendations of possible courses of action relating to case comments and/or proposed decisions; and recommend changes in case strategy resulting from anticipated or unanticipated decisions, developments, comments.
Partner with manager, director, leaders in client line of business, Legal, and other stakeholders to develop case strategy and resolve issues; utilize knowledge of utility industry practices and/or benchmarks with industry peers; and effectively communicate case strategy or policy issues with company management or with outside parties.
Deal with contacts at various state agencies to gather information or to help advocate for the assigned cases; utilize expert level knowledge to ask effective questions to add value to the overall case strategy and management.
Utilizes broad knowledge of the case and the line of business to proactively reach out to external entity contacts to gather information to support the case.
Provides mentoring or direction to less experienced peers.
Bachelor’s degree or equivalent work experience
7 total years of relevant experience
Experience in regulatory/policy, analytics, project management, case management, financial, and/or corporate communications experience
Proficiency with MS Office Suite
Excellent verbal and written communication skills, analytical, and project management skills.
Strong public speaking and presentations skills to effectively communicate to various levels of employees, including senior leadership
Excellent analytical skills; ability to analyze and interpret regulatory documents and understand implications to company
Strong influence and persuasion skills with leadership
Demonstrated ability to use understanding of regulatory environment to drive strategic decision making
Deep knowledge of industry, line of business, and relevant regulations
Ability to quickly gain knowledge and comprehension of new subject matter areas
