Xcel Energy is seeking a Strategic Resource Planner II at our Rice Street Service Center in St. Paul, MN.

Summary

In support of Xcel Energy capital, O&M and reliability commitments, provides strategic resource planning, workplan development and resource deployment to the Utility Group and Asset Management through comprehensive resource programs for the Distribution design, construction, and maintenance of gas and electric facilities. Champions the development of workload to resource models. Provides day-to-day guidance to the SRP Analyst(s). Provides program management for the Field Service Suite Utilization Program. Facilitates workforce planning in partnership with Field Operations and HR. Provides documentation and justification for hiring business cases for OpCo leadership. Develops and implements resourcing and communication processes, procedures involved in mutual aid and escalated operation deployments of Xcel Energy employees. Provides work direction in the absence of Strategic Resource Planning management. Trains and mentors newly hired Strategic Resource Planners. Has accountability for a geographically assigned territory.

Essential Responsibilities

  • Develops short-term and long-term business strategies for the deployment of fixed and variable cost Design, Construction and Maintenance resources to ensure meeting gas and electric priority capital, O&M and reliability commitments for assigned area.

  • Facilitates the development of an annual resource plan and periodic projections to cost effectively and efficiently align distribution construction resources to meet work requirements. Including readjusting, forecasting and recommending corrective action for both fixed and variable-cost resources. Evaluates processes to ensure optimum productivity.

  • Champions the development and utilization of models that combine forecasted work volumes, work schedules and productivity goals to quantitatively determine the number and timing of construction personnel. Provides day-to-day guidance to the analyst(s).

  • Facilitates workforce planning and analysis in partnership with Field Operations and HR in the development of workforce planning forecasts that align resources to met customer and work requirements. Ensures the development of documentation/ justification for hiring business cases for OpCo leadership.

  • Champions the development and enhancement of the enterprise work management application; serves as primary interface with application support staff. Develops and provides training and ensures its utilization. Monitors and assesses the productivity and compliance to schedule of Design and Construction resources.

  • Develops and implements resourcing and communication processes, procedures involved in mutual aid and escalated operation deployments of Xcel Energy employees.

  • Ensures good working relationships with Construction, Operations and Maintenance, Investment Delivery, Siting and Lands, OpCo Business Operations, Gas and Electric Area Engineering, Capacity Planning, Business Operations and Planning and Business Systems

  • Provides work direction in the absence of Strategic Resource Planning management. Trains and mentors newly hired Strategic Resource Planners.

Required

  • High school diploma or equivalent

  • Bachelor's degree in Business, Economics, Engineering, Finance or related field (6 years experience in a related field may substitute for the degree)

  • 10 years of related experience including a combination of at least 5 years experience in human resource planning and 5 years experience in construction, design, scheduling, maintenance, or production operations

  • Proven team building and communication skills

  • Proficient in the use of Microsoft Office suite and work management software
