Spire is seeking a Director of Rates & Regulatory Affairs in our St. Louis, Missouri headquarters. This position is accountable for regulatory strategy and oversight through the development and execution of regulatory programs, filings, education, strategic intelligence and related external relationship building.
The Director is responsible for managing and directing Spire Missouri's regulatory activities from an economic and rates perspective. In addition, this role is accountable for the development of regulatory strategies including rates and regulatory affairs, tariffs and the development of policies that support our customers and enhance Spire's strategic objectives. These objective include growing organically, investing in infratruction, innovation and technology, and aquiring and integrating.
Duties and Responsibilities
Implements and manages the Company’s regulatory strategy, rate case program, and rate findings.
Responsible for managing and directing the Rates team and their related duties, including rate case preparation, purchase gas adjustment, weather normalization riders, infrastructure riders, tariff changes, monthly/quarterly/annual regulatory commission reporting and other regulatory policy.
Oversees information gathering and reporting, case review and recommendations, and communication with affected parties regarding regulatory compliance and informational matters.
Responsible for the company cost allocation logic, evidentiary support for corporate cost initiatives and project management services for the company’s rate cases.
Testifies as required on behalf of the Company in proceedings. Communicates complex concepts in a manner that will be understood by a variety of audiences.
Reports issues and provides other areas of the business an understanding of impacts of various economic regulatory matters.
Manages the composition and presentation of written and verbal expert testimony on ratemaking matters such as rate design expenses, capital investment, revenue normalization and cost allocation before regulatory agencies.
Manages technical execution of strategically complex rate cases critical to utility income growth
Oversees the preparation of responses to data requests in support of written testimony in ratemaking and other proceedings.
Interprets and directs the preparation of information in compliance with Regulatory Orders with operating divisions and accounting personnel.
Researches and keeps abreast of current regulations issues and updates in the regulated environment.

Required Education (certifications, licenses)
Bachelor’s degree from an accredited college or university, with major course work in public affairs, accounting, finance, business, economics
Master’s degree preferred
Required knowledge, skill and abilities
10 years experience in regulatory, utility, government agency, or other energy or professional field.
Two or more years' experience in leading people preferred
Physical demands, environment and schedule
work hours, including any overtime, along with any travel required
