This position is a Civil Service position with a salary range of: $129,480 - $171,507

Education: BS/BA degree from an accredited college or university majoring in Electrical Engineering
Experience: 7 to 10 years of progressively responsible relevant work experience in advanced real-time systems development and operations on an energy management system; management of technically oriented project; support of generation, gas operations, transmission and distribution operations; inter-utility operations and practices.

Major Duties & Responsibilities:
Performs project planning, design, development, installation, testing, operation and maintenance for SMUD Energy Management Systems (EMS) for computer-based real-time scheduling, Operator Training Simulator (OTS), Transmission Network Applications (TNA), monitoring, control, automation, accounting and analysis of SMUD generation, transmission, distribution and gas pipeline facilities and Balancing Authority (BA)operations, including federally-mandated hydro dam, reservoir monitoring, and interfaces to hydromet system monitoring and control
Designs, implements, tests and maintains complex enhancements and modifications to the EMS, provides engineering support for real-time client/server hardware and computer environment systems, including remote terminate units, uninterruptible power supplies and diesel generators, HVAC and halon fire suppression systems and procures and installs related hardware, software, application programs and database environments and maintenance services. Configuring and maintaining real-time ICCP communication datalinks to BPA, WAPA, PGandE, CAISO, MID, TID and WECC for the transfer of real-time electrical data
Provides support to System Software management staff for database administration, support power and network changes and outages, system generations and system performance issues
Provides expertise for EMS and the Distribution Management Systems by designing and implementing technically complex modifications and additions of advanced computer applications and data bases and supporting the complex design and implementation of the Distribution Management System interface to the EMS
Provides expertise and engineering support for the design and development of SMUD user-defined requirements for Balance Authority operations, Operator Training Simulator, reserve sharing as part of the Northwest Power Pool (NWPP), power system scheduling and monitoring, control, accounting and analysis of generation, transmission, distribution and gas pipeline facilities for meeting inter-utility contractual requirements and safe operating procedures. Provide data-modeling, tuning, technical support and application expertise for applications including but not limited to State Estimator, Network Sensitivity, pi Historian, Security Analysis, Voltage Stability Assessment, and Contingency Analysis
Provides for the operation, administration and maintenance of the operations network and domain (operational unit) by planning and overseeing the purchase, installation and maintenance of system operations and reliability personal computers, energy trading and contracts personal computers and file servers and their applications; providing for the security administration and maintenance of the physical network; and establishing and maintaining the cyber security perimeter; ensuring compliance with NERC Reliability Standards, including but not limited to CIP.
Provides maintenance support for existing real-time computer systems by identifying and resolving unique, complex system problems in an extremely time critical environment; supporting integration and implementation of remote terminal units; and providing support for 24 hours on-call maintenance program. Provide subject matter expertise to Operations Engineering, Market Operations, System Protection and other units/departments; and other entities outside SMUD within the Balancing Authority in their interaction with EMS enabling them to develop their operational strategies; evaluate historical demands; develop forecast needs; evaluate and identify solutions to power system problems
Provides contract negotiation and administration, including supervision of contractor and consultant work performance, for departmental projects. Work with vendors to clarify EMS capabilities and requirements, understand the vendor’s needs, and resolve issues that may arise as the vendors work to make changes and improvements to the EMS
