The Data Governance Program Manager is responsible for leading the development, implementation and operation of enterprise-wide data governance processes related to data quality, data access, data architecture and data standards/definitions. This position provides both strategic leadership and tactical oversight with respect to implementing data governance strategies across the enterprise. This position enhances awareness and understanding of the uses of data at SMUD and helps drive our data-driven culture.

Education: Relevant Bachelor’s degree desired.
Experience: Seven+ (7+) years of progressive leadership or project management experience, including experience developing strategic and operational enterprise-wide programs.
Knowledge of: Business and organizational acumen; deep understanding of electric utility operations and inter-workings, including both main business line operations such as generation, transmission, distribution, and customer service, as well as support services such as environmental services, finance, accounting, facilities management, and safety; strategic planning; best practice for understanding of data collection, management and analysis; common causes and resolutions for data quality issues, data security and privacy standards; data retention policies and practices; root cause analysis; project management techniques; change management resources and techniques.

Major Duties & Responsibilities:
Develops data governance vision, and builds, communicates, and operationalizes associated processes, including, but not limited to issue identification, prioritization, and tracking, metadata management, and report certification.
Evaluates and recommends standards, policies, processes and objectives for data governance across SMUD. Facilitates the implementation of changes required to bring data processes into compliance with enterprise data governance program policies and objectives.
Effectively partners with other business units-departments to promote data awareness in the corporate culture and to encourage and provide input into the development of enterprise data governance projects. Coordinates data initiatives that increase the probability of SMUDs strategic directives and business objectives being met.
Identifies data collection and management processes that present increased enterprise risk levels and inefficient execution of work and proposes alternatives and recommendations for solutions.
Works with business units to establish relevant and timely monitoring of critical data projects.
Effectively partners with Operational Business Units to ensure SMUD resources identified for data governance are prioritized appropriately.
Provides reporting and feedback on enterprise data governance efforts, proposed mitigations and implications that are presented to the Data Governance Council, executive and senior management teams. Coordinates with Information Technology to ensure that data management solutions have been properly implemented.
Develops industry contacts through networking to gain knowledge on data governance best practices.
Facilitates ongoing operation of the Data Governance Council and other data stewardship committees at SMUD.
Provides input to overall data architecture to minimize fragmentation of data.
Performs other related duties as assigned.
