Purpose Serves as a technical expert and coordinates the development and implementation of California Environmental Quality Act (CEQA) and National Environmental Quality Act (NEPA) projects. Will resolve complex problems and oversee multi-phased environmental projects. May also assist in planning, coordinating, prioritizing, monitoring and evaluating work results in assigned area and assisting as a cultural resource technical expert for development-related projects. Position location is at SMUD’s Headquarters facility in Sacramento, California.

Assists in planning, coordinating, monitoring, developing, and reviewing CEQA and NEPA work related to transmission, substation, and facility development projects; supports biological and cultural assessments; works with contractors; assists in training business unit personnel in environmental protocols; ensures safe work practices, work quality and accuracy, as well as compliance with applicable rules, policies, regulations and procedures.

Major Duties & Responsibilities

  • Participates in the analysis of SMUD work environments and the design of programs to control, eliminate and prevent disease or injury.

  • Develops and presents environmental training programs to small and large audiences of SMUD employees.

  • Plans and coordinatesenvironmental permitting, such as include 404, 1600, and 401 permits, for various projects undertaken by SMUD in compliance with the project development and/or facility renovations/expansion

  • Assists in the development of work practices to ensure that proper environmental methods, procedures, and practices are being maintained and followed by SMUD. Ensures that work products are in compliance with environmental policies, regulations, local standards, and protocols.

  • Analyzes environmental issues and consults with various SMUD, contractors, and regulatory personnel. Develops recommendations to assist work groups in implementing appropriate policies, procedures and controls throughout SMUD.

  • Assist Project Manager for SMUD’s transmission project development team in reviewing report documents and permits, and ensuring that CEQA protocols are integrated into an overall joint NEPA/CEQA document. In addition, performs monitoring of natural and cultural resources; works with SMUD’s communication team; develops schedules; creating documents; and participates in public outreach and presentations.

  • Performs related duties as required.

Minimum Qualifications Education:

A Bachelor’s degree from an accredited college or university with major course work in environmental science, biological resources, history, anthropology, occupational health, risk management, engineering, behavioral sciences, public/business administration or a related field.

Experience:

At least 3 years as an “Environmental Specialist I” or in some other capacity possessing a similar level of progressively responsible professional/technical work experience in developing and implementing comprehensive environmental and hazardous materials/waste programs.

Knowledge of:

In-depth knowledge of regulatory processes of the federal, state and local levels related to resource management related to CEQA, NEPA and endangered species issues; Principles, procedures, and practices related to environmental compliance, operations related to distribution, or generation of electricity, Practices and procedures in developing and filing of environmental permits, and CEQA-related documents; Environmental assessments or audits; Principles of environmental data acquisition and reporting procedures; Implementation of environmental, cultural resource, and/or endangered species/habitat conservation programs; Procedures and practices related to planning, developing, implementing and administering employee training programs; Working knowledge of Microsoft Word, Excel, Access, Power Point, SharePoint, and Project.

Skill to:

Assist in the development and implementation of SMUD-wide and business unit specific programs; Conduct, and/or prepare complicated technical reports; Establish and maintain effective, cooperative working relationships with SMUD employees at all levels, including contractors, representatives of other organizations and the public; Communicate effectively orally and in writing internally/externally; Plan, analyze and apply pertinent policies, procedures, regulations and requirements; Read and interpret plans, diagrams and specifications; Prepare clear and concise reports, policies, procedures and documents; Develop and conduct oral presentations to internal/external audiences; interpret, explain complex and/or controversial policies, regulations, procedures and/or activities internally/externally; Express ideas/facts clearly and concisely to individual or groups, taking into account the audience and nature of information; negotiate with external representatives on behalf of the SMUD; Project management and contract management; Strong writing and editing skills; Work collaboratively with diverse groups.

Desirable Qualifications

  • 3 years of CEQA/NEPA Project Management or Assistant Project Management

  • Working knowledge of GIS/ArcView

  • Section 106 experience
