Position Overview

The Telecommunications Engineer will be responsible for performing engineering tasks on projects with a minor financial and operational impact on the Company. This encompasses:

  • Analyzing telecommunications requirements

  • Designing telecommunications systems (i.e. fiber optic, microwave, satellite, and mobile radio)

  • Producing high level project cost and manpower estimates

  • Placing orders for the procurement of equipment

  • Developing detailed installation job instructions and documentations

  • Developing and managing schedules to meet project operating dates

  • Initiating/closing capital work orders

The successful candidate must have effective oral and written communication skills. Demonstrated experience to facilitate the presentation of recommendations and effectively present technical information to a variety of audiences. Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, manage information, and provide exceptional service to internal and external customers.

Typical Responsibilities:

  • System Design: Provides telecommunications systems (fiber optic, microwave, satellite, mobile radio) and circuits design. Directs the design of facilities such as communications rooms and towers to meet project and system objectives while considering a wide variety of complex factors such as environmental constraints, terrain, accessibility, availability of power, and proximity to other SCE facilities. Evaluates existing designs to make recommendations regarding deployment of new systems and network equipment.

  • Project Management: Develops and manages project scope, schedule and budget. Provide project financial performance updates such as budgeted/committed/actual expenditures. Coordinates requirements and project delivery with internal/external entities. These projects typically range from 0.5 to 3 years in duration with budgets between $50K and $1M.

  • Analyze Project Requirements: Analyzes telecommunications requirements with respect to system capacity, system reliability, and technical parameters specifically related to the operation of protective relaying and remote telemetry, cost, schedule, and scope. Develops plan of service for projects, including elements such as required communications facilities, facility site location, and required systems.

  • Project Estimating: Develops multiyear (typically 1 – 3 years duration) project cost and schedule estimates for projects, incorporating complete scope, cost, and schedules. Publishes cost estimates which are conveyed to internal clients and external customers, noting project assumptions, constraints, and disclaimers.

  • Documentation: Ensures that technical documentation related to assigned projects are produced and updated in accordance within established processes and standards. This includes on-line systems, drawings, and job instructions. Influences the development of documentation standards and practices for systems which are newly deployed to the Telecom Network Environment.

Qualifications

Minimum Qualifications

  • Bachelor’s Degree in Engineering, Telecommunications, or related technical discipline.

  • Five years of engineering experience in telecommunications systems.

  • Experience with telecommunication systems (i.e. lightwave and microwave transport systems, fiber optic, voice systems, radio systems, and data systems, packet transports).

  • Must have a valid driver’s license.

Desired Qualifications

  • Demonstrated experience supporting, managing, and executing projects.

  • Demonstrated experience overseeing the formal planning, tracking, and reporting of project performance.

  • MPLS, DWDM (Infirnera) platforms.

  • California P.E. License.

Comments

  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • Position will require up to 40% traveling and being out in the field throughout the SCE service territory.

  • Relocation does not apply to this position.

  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
