In this job, you’ll lead major California Public Utilities Commission (CPUC)-related cost recovery and ratemaking efforts, including the recovery of the Company’s costs in General Rate Case (GRC) proceedings, wildfire, and other cost recovery proceedings. This position will provide direction to senior and executive management for strategic decisions necessary regarding scope, policy, and implementation of the recovery of revenue requirements, including the design and establishment of ratemaking mechanisms. You will work with senior attorneys, managers, directors, and VPs within SCE and various CPUC Energy Division staff on a routine basis. This position is essential in ensuring the Company obtains recovery of its costs. Manage the cost recovery efforts on high profile, high impact regulatory projects such as the GRC, wildfire-related activities, and large capital projects including: managing the development of testimony and workpapers, witness preparation, and responses to data requests and ad-hoc inquiries; reviewing, analyzing, and providing comments on regulatory submittals by regulatory bodies and intervenors; participating in regulatory and benchmarking forums and stakeholder meetings such as hearings and workshops; engage with CPUC staff as necessary to understand and resolve implementation issues; and implement all cost recovery provisions of CPUC final decisions.
Support and manage CPUC revenue requirements and ratemaking mechanisms so that reliable forecasts and testimony are submitted to the CPUC that promote customer understanding, implement regulatory mechanisms that protect shareholders, and conform with CPUC decisions and resolutions.
Identify and support resolution of strategic and policy goals and objectives in support of recovery of the Company’s costs.
Lead efforts to advocate for SCE's positions to ensure full and equitable cost recovery with internal and external stakeholders and decision makers, including all levels of SCE executive management and CPUC Energy Division management and CPUC Commissioner advisors.
Perform critical analyses of financial, revenue, and other data including the development of revenue and rate forecasts for both internal and external purposes; analyze the strategic and economic impact on the Company.
Evaluate regulatory decisions and assess items needed to ensure compliance. Work with Finance and others to comply with SOX controls regarding the establishment of balancing and memorandum accounts and to assure effective procedures and controls are in place for accurate regulatory cost recording and compliance.
Bachelor’s Degree in Business, Accounting, Finance, Economics, or a related field
Ten or more years of project management, analytical work, or related experience
Ability to work in cross functional teams
Excellent oral and written communication skills
Strong interpersonal skills
Can communicate complicated technical issues in a succinct manner both orally and in written form
Proficient experience with Word, Excel, Power Point, and SharePoint
MBA/MA/MS in Business, Accounting, Finance, Economics, or a related field
CFA or CPA
Experience with regulatory proceedings, managing filings, GRC and/or regulatory processes
Experience presenting to and influencing senior management
Ability to present complex issues in a simple, logical, and succinct manner
Experience in complex problem solving and critical thinking
Ability to work well under time constraints, adjust to changing priorities, organize a heavy workload, work well in a team environment, and perform with minimal supervision
Experience in drafting testimony, comments, data requests and/or testifying, etc. before the CPUC
