Position Overview

The Principal Manager of Solution Delivery Project Office is responsible for the overall SCE IT project office functions including the program management and delivery of Information Technology (IT) solutions that meet the needs of the business. The role will have overall accountability and leadership for the team that provides project management support functions including:

Overall leadership and management of the IT Solution Delivery project controls, oversight, and standards. Team is accountable to define common IT project delivery processes and standards, enforcing adherence to these standards by reviewing project status and deliverables. The team will report on key project delivery metrics to the IT leadership team and broader SCE executive steering committees on a regular basis. Responsible to define the broader PMO strategy and provides guidance to ensure effective execution and achievement of department and/or functional goals.

  • Directs program and project management work within IT to ensure the successful delivery of business solutions and outcomes. This role collaborates with senior operating unit leadership and managers to understand the business needs and translate them into technology capabilities that can be fulfilled by internal or managed services providers. The role is also responsible for ensuring effective project delivery.

  • Position will serve as a conduit for communication between delivery managers, planning / portfolio managers, major programs, and the IT leadership team. Identifies major program needs and balances needs with in-flight project delivery needs. Maintains cross-program- level schedules and dependencies, and updates program and project leadership teams regularly to maintain alignment.

  • Overall responsibility to develop, maintain, and perform: program and project management, work management, service agreement management, client relationship management, business and IT strategic alignment and planning, stakeholder transparency and advocacy, demand management, risk and value optimization, org readiness, and communications to develop and enhance new and existing business processes and enterprise solutions that meet short-term and long-term organizational unit technology requirements.

  • Resource management support. Responsible for staffing and ramping up IT project teams, collaboratively with Plan portfolio managers and Deliver managers. This includes communicating with Planning teams to understand project needs, delivery managers to understand in-flight project resourcing constraints, and determining the appropriate mix of internal and contract staff.

Typical Responsibilities:

  • Implements and maintains IT-wide project controls and standards. Monitors and communicates key project delivery metrics and statuses to IT leadership team, client sponsors, and executive steering committees.

  • Leads the strategy and leadership project portfolio reporting including scope, schedule, budget, and quality to IT leadership team.

  • Collaborates with planning and delivery managers to staff and ramp-up new projects. This includes monitoring statements of work and contracts. Collaborates with operations service transition specialists to assure projects are delivered to the level of quality to assure continued high IT KPI levels.

  • Provides overall direction to large, enterprise-wide and organizational unit focused programs and projects associated with integrated system functionality, integration across existing applications and application maintenance.

  • Provides leadership and management over the project office including project standards, controls, monitoring and audits. Overall responsibility to develop, maintain, and perform: project financial management, project intake management, project resource management and project contract management.

  • Provide leadership and governance over multiple SDLC methodologies including Waterfall and Agile.

  • Provides leadership for the maintenance of multi-discipline project plans including resourcing, staffing, supply/subcontract management and communications/training. May direct resolution of complex integration issues and implementation of cross-functional process improvements.

  • Monitors and ensures project results meet requirements regarding quality, schedule, cost and business value. Provides updates to executive project sponsors, senior management and end users.

  • Works with business partners to institute measures of relationship quality, service performance, business alignment, and report on a regular basis. Ensures that decisions are being made in alignment with SCE's and IT’s strategic direction and strategy and with business needs and technical capabilities. Ensures that the demand is in line with agreed IT investment & operating plans.

  • Manages resources and budget levels to meet strategic objectives and operational needs.

  • Makes, recommends and/or approves employment decisions (e.g., hiring, promotion, appropriate pay, rewards/recognition, succession planning, and termination).

  • Establishes performance expectations and goals aligned with Company objectives, policies and procedures and actively manages employee performance for both direct and/or matrixed reports.

  • Manages, trains and develops staff by providing timely feedback, coaching and support. Demonstrates Company values through decisions and actions.

  • Promotes the Company’s safety culture to ensure a safe work environment.


Minimum Qualifications

  • Bachelor's Degree.

  • Five years management of one or more org units.

  • Seven years of project management experience.

  • Experience managing or leading program management organization (PMO)

  • Seven years of experience implementing and maintaining large, complex business line application solutions.

  • Three years of experience managing budgets greater than $5 million.

Desired Qualifications

  • Experience leading evolving IT strategies, technologies, and methodologies.

  • Lean Six Sigma Certification. Project Management Certification.
