JOB SUMMARY

The Civil Engineer will be responsible for all aspects of dam safety at the Rocky Mountain Hydroelectric Plant. The incumbent will be responsible for maintaining compliance with all plant license requirements related to dam safety and will work with Rocky Mountain Plant Operations staff in the administration of an effective dam safety program. The incumbent will provide review and monitoring of the physical security of the dams and will conduct, report on and update the Emergency Action Plan Exercise. Additionally, the incumbent also assumes responsibility for storage ponds and civil structures at other Oglethorpe Power facilities. As a member of Technical Services, the incumbent will provide services, such as the review of drawings, specifications, design memoranda, etc., for generation projects in development or under construction. Responsible for providing reliable and efficient electric power generation in compliance with corporate safety policies and procedures, mandatory electric reliability standards, FERC, EPA, EPD, OSHA, DOT and all applicable governmental regulations.

JOB DUTIES/ESSENTIAL FUNCTIONS

  • Monitor and assess the results of dam safety instrumentation such as piezometers, weirs, and deformation monuments.

  • Based on a maintained monitoring schedule and subsequent readings, review and approve dam monitoring reports as required by the Federal Energy Regulatory Commission and Plant operating license requirements

  • Conduct periodic dam safety inspections and ensure accomplishment of needed repairs.

  • Plan and conduct Emergency Action Plan Exercises as required by the Plant operating license.

  • Provide services, such as the review of drawings, specifications, design memoranda, etc., to generation projects in development or under construction

  • Track compliance with Plant operating licenses, inspection recommendations, and other compliance issues.

  • Supervise Operations Associates assigned to daily dam monitoring and inspection duties including relevant dam safety training.

  • Coordinate annual and five-year dam safety inspections with independent engineering consultants and Federal Energy Regulatory Commission staff.

  • Interface with local Emergency Management Agencies annually with face-to-face meetings and Emergency Action Plan updates

  • Assist with monitoring and recommending sound civil engineering practices at all Oglethorpe owned Facilities

    REQUIRED QUALIFICATIONS

    Education: Bachelor's Degree in Engineering (preferably BSCE).

    Experience: Five years of experience working within the power generation industry

    Equivalent Experience: Five years of experience working with dam construction and design.

    Licenses, Certifications and/or Registrations: Professional Engineering (PE) license is desirable.

    Specialized Skills (i.e., computers, software, tools and equipment uses): Creativity; ability to organize and manage time well and to work with autonomy; good interpersonal skills; strong oral and written communication abilities; good technical and business analytical skills; PC fluency. Ability to work directly with Plant Manager and senior plant staff.

    Unusual hours required of this position: The generating plants operate on a 24‑hour basis. Occasional extended schedule, including weekends and evenings, according to the demands of the role and tasks. The incumbent is on 24‑hour call in the event of incidents that affect dam safety, public safety, operation, rating, or reliability of the Corporation's generating assets.
