This position provides services to guide, identify, evaluate, design, develop, implement, and integrate controls and processes to meet cyber requirements for developing, implementing, and managing a full lifecycle program for Identity, Credential, and Access Management for individuals and devices located in Avangrid’s Operations Technology network.


MAJOR ROLES AND RESPONSIBILITES (Scope of work – range of responsibilities):

  • Lead development and integration of IAM services and solutions in support of Grid Modernization for AVANGRID Networks.

  • Define, develop, implement, and operate IAM services and solutions for:

  • Network Automation

  • Smart Metering

  • Resilient Telecommunications

  • Intelligent/automatic centralized operations

  • Digital Asset Management

  • Digital enabled organization

  • Distribution Automation

  • Real Time Systems

  • DER Management

This position provides direct leadership and support across the Avangrid Networks business to support cybersecurity Identity Credential and Access Management (ICAM). This position will contribute to the design, implementation, operation, and evolution ICAM solutions and strategies for Avangrid Networks Operational Technologies operating companies progress for Grid Digitalization. This position will be responsible for managing day to day aspect of ICAM.

  • Work with internal clients, suppliers/contractors, project teams and other technical staff to identify, design and support technical solutions.

  • Provide timely responses to all incidents, tasks and requests assigned to meet Service Level Agreements.

  • Lead the technical implementation plans in support of technical projects.

  • Maintain regulatory compliance under NERC/CIP guidelines.

  • Maintain high quality security controls surrounding the critical SCADA systems.

  • Perform/coordinate special assignments from CA&C Cyber Governance and ICAM Sr. Manager.

  • Provide professional and technical mentoring for team members.

  • Data to day supervision of internal and external resources both local and remote.

  • Ability to explain complex ideas in simple terms.

  • Experience working with infrastructure solutions in an enterprise environment.

  • Contribute to Service Level Agreement (SLA) improvements and reporting tool implementation.

  • Define security requirements and ensuring that the program meets these requirements, or that exceptions and issues are noted and remediated as appropriate.

  • Supervise and oversee employees and contractors (including hiring, reviews, and training), projects, and budgets.

  • Provide periodic status reports/communications to various stakeholder.

  • Identify resource requirements, roles and responsibilities, best practices, and manage day-to-day relationships with direct and indirect team member.

  • Lead the deployment of IAM services and solutions in support of Avangrid’s evolution towards a zero-trust security framework.

  • Contribute to ICAM strategy that reduces risk and provides resiliency, while being designed to rapidly enable business initiatives

  • Engage with, and advise stakeholders within the business on ICAM best practices.

  • Leverage IAM technology investments to expand core capabilities and develop and integrate high-quality, highly available access management solutions.

  • Establish an IAM service model that is well defined, highly available, repeatable, and is constantly measured for Key performance, Key risk, and Key operational level metrics.

  • Assure measurements and methods are in place to ensure best in class control quality and assurance for IAM solutions.

  • Development of policies and architecture standards for ICAM solutions.

  • Follow applicable federal agency guidance on IAM technologies relevant to Grid Modernization and assess impact on AVANGRID Networks business model.

  • Respond to audits, participate in cybersecurity-related committees, and explain policy impacts at all levels of the company.

Skills and Requirements

Education & Experience Required:

  • Master’s in Business, Computer Science, or Technical Related Degree with 4+ years’ technical experience.

  • Bachelor’s in Business, Computer Science, or Technical Related Degree with 6-8 years’ technical experience.

  • AS in Business, Computer Science, or Technical Related Degree with 8+ years’ technical experience.

  • Supervisory experience over staff, projects, or contractors.

  • 2 + Years Data Center and OT Infrastructure.

Skills/ Abilities:

  • Strong communication written and verbal skills related to cybersecurity technology.

  • Strong system engineering and advanced networking.

  • Strong understanding of current and future state of cyberspace.

Desired Skills/ Abilities:

  • Ability to obtain security clearance at secret level.

  • Knowledge of federal government cybersecurity activities and practices.

  • Experience in federal or state regulatory environments.

  • Experience in federal cybersecurity agencies and environments.

  • Experience in a utility environment.

  • Certified Information Systems Security Professional (CISSP).

  • Certified Identity and Access Manager (CIAM).
