Job Summary

This position provides legal support to Dominion Energy’s business units on matters regarding compliance with nuclear laws and related topics regarding all aspects of the licensing, operation and decommissioning of commercial nuclear power reactors, use of nuclear materials and used nuclear fuel management. The position also provides legal support to Dominion Energy’s business units regarding compliance with nuclear and non-nuclear export laws and regulations. The position may also involve providing legal support related to the acquisition, divesture, construction, development, ownership and procurement of nuclear facilities, in collaboration with Law Department attorneys in other practice groups. The position requires routine and frequent interaction with internal clients at all levels of the organization.

The position may report to a Deputy General Counsel or Managing Counsel.

Specific areas of responsibility include:

  • Representing the company in legal and regulatory proceedings.

  • Reviewing, and at times, drafting, of regulatory filings and correspondence, pleadings, briefs, nondisclosure agreements, contract clauses, external communications, and other documents with legal or regulatory implications.

  • Directing major regulatory proceedings and litigation, including supervision of and direction to outside counsel, coordinating responses to discovery, issuing legal holds, reviewing pleadings, affidavits, testimony and briefs, hiring outside experts, identifying and coordinating company witnesses, assisting in the preparation of witnesses for depositions, regulatory proceedings and trial, and overall responsibility for developing strategy for the matter, which includes keeping executive (client) management apprised of developments, and obtaining necessary executive (client) management approvals.

  • Supervising and coordinating response to regulatory investigations, including document production, and making company witnesses available to provide testimony.

  • Counseling and advising clients at all levels of the organization on legal and regulatory matters, and developing compliance strategies within overall business plan context.

  • Monitoring federal and state legislative and regulatory actions, court decisions, and company business practices, and advising clients concerning relevant developments.

  • Providing clients with a legal and risk analysis, and recommended course of action.

  • Directing, monitoring, and coordinating outside counsel providing legal services, including management of legal budgets and negotiation of fee arrangements.

  • Participation as the company’s representative on external legal committees and associations.

  • Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

  • 7+ yearslegalexperience related to the above responsibilities.

  • Law Degree (J.D.) from an American Bar Association accredited law school.

  • Active member in good standing with a mandatory state bar association.

  • Experience in leading multi-disciplined teams comprised of legal and non-legal technical professionals involving complex regulatory matters.

  • Expertise in identifying and interpreting federal, state and local laws and regulations related to the commercial nuclear power industry and use of nuclear materials.

  • Experience with, and some knowledge of state public utility and electric restructuring laws, regulations, issues, and other legal matters related to the public utility and energy industries.

  • Good analyst, advocate, and presenter of legal points.

  • Exhibits good people skills, basic business sense, and awareness of the industry.

  • Independent judgment, and initiative, and ability to work directly with clients without being directed.

Licenses, Certifications, or Quals Description

  • State law license required.

  • Active member in good standing with a mandatory state bar organization.

  • Successful completion of background investigation that would allow for issuance of clearance allowing access to nuclear “Safeguards” information

  • Successful completion of elements required to obtain unescorted access authorization to Dominion nuclear facilities

  • U.S. Work authorization without need for sponsorship by Dominion Energy
